[Status and value of vocational education centers in the system of vocational education].

The general framework of vocational rehabilitation has changed since introduction, in 1970, of the federal government's action programme to promote rehabilitation efforts. While the vocational education centres are major providers of vocational rehabilitation services, it has so far been omitted to adjust their mandate to these changed overall conditions. This reassessment is urgently required to be able, among others, to answer the following questions: Will it be necessary for the vocational education centres to offer occupationally qualifying alternatives outside the Vocational Education Act? Will another task accrue to the centres in the framework of the "upgrading offensive", by providing continuing vocational education to jobless disabled people? How could the gap between client functioning levels and occupational demands be eliminated? Which will be the future position of vocational education centres within the overall vocational education system? After setting out the changed overall framework, the present article seeks to outline the perspectives ahead.

Vocational education students: a difficult-to-reach population at risk for smoking-related cancer.

Vocational education high school students comprise a significant proportion of the school-based population. Recent studies indicate vocational education students are at greater risk for cigarette smoking behavior than their non-vocational education counterparts. Vocational students have higher prevalence rates of smoking than do non-vocational students and are more likely to report that they expect to be smoking in the future. Characteristics of adolescents who participate in vocational education and their cigarette smoking behavior are reviewed, as well as the need to develop, implement, and evaluate new educational approaches designed to prevent cigarette smoking and the use of other tobacco products in this difficult-to-reach population.

Grading secondary vocational education students with disabilities: a national perspective.

A nationwide purposive sample of secondary vocational educators completed a questionnaire that examined practices and perceptions toward grading students with disabilities. A variety of grading methods was reportedly used, but over two-thirds of respondents included a competency-based grading component. An overwhelming majority believed that student effort should be used to determine grades. Two-thirds of vocational educators had never been involved in their students' IEP development. The most common changes teachers have made over time in their grading practices included becoming more flexible and individualized in grading. Overall, teachers displayed moderately positive attitudes toward grading students with disabilities.

The positive force of vocational education: transition outcomes for youth with learning disabilities.

Successful transitions to postsecondary settings are associated with such adult outcomes as continuing education, independent living, and employment. The purpose of this article is to present research that supports the use of vocational education programs to improve the adult outcomes of students with learning disabilities as they transition to employment. The literature review focuses on four major topics: (a) data from follow-up and follow-along studies illustrating the relationship between vocational-technical education and adult outcomes; (b) recent program trends in vocational education; (c) current practices in vocational education regarding placement and access, instructional and setting demands, and teacher attitudes and preparation; and (d) speculations about the effects of school reform and pending legislation.

The school therapist and vocational education.

Students with disabilities are now placed in regular industrial arts and vocational training programs in secondary schools. Vocational educators agree that teachers need assistance in serving these students with special needs. This paper explores the contributions school occupational therapists can make to vocational education for handicapped students. Recommendations are included for therapists interested in moving into new roles in this field.

[Disturbances of hearing and balance in students starting their vocational education. Practical diagnostic and certification guidelines].

Hearing impairment and balance disturbances limit the ability to perform certain jobs and may cause accidents at work. Bearing this in mind a need for preventive examinations of young people starting their vocational education was discussed. Main causes as well as simple diagnostic techniques which facilitate to detect hearing and balance disturbances by physicians who certify the ability of students to undertake practical vocational education and employment were presented.

Vocational education and students with learning disabilities.

This inquiry focuses on the status of nearly 500 students with learning disabilities in 17 state-operated regional vocational-technical schools in a northeastern state. The inquiry addressed four primary concerns: patterns of assessment, career choice, school marks, and attendance. The data indicate that a variety of instruments were used in the assessment process and that the overall grade equivalent levels of attainment ranged between fifth- and seventh-grade levels. Children defined as learning disabled participated in a large number of vocational trade specialties and some 50% or more had school marks indicating that they were passing in these areas. Attendance was high. Many children with learning disabilities successfully perform in competitive vocational education programs designed to produce proficiency at the level of journey person.

[Educational-vocational development of young aphasic patients: results of a catamnestic study].

60 adolescents whose course of recovery from their aphasic disorders had already been studied during the postacute treatment phase in a rehabilitation clinic were catamnestically assessed by a questionnaire. The aim of the study was to gain information about their further linguistic, educational, vocational and social development, and to evaluate the validity of the recommendations made at discharge from the rehabilitation clinic. The results show that inspite of the generally good improvement of aphasic disorders in adolescents, there hardly ever is complete recovery; and they mainly make clear the severe consequences on the further educational and vocational development, which seem to be underestimated as far as institutional help is concerned. Moreover the consequences of the language disturbances on social relations seem to be felt as even harder to cope with. The educational and vocational recommendations at the end of the postacute rehabilitation phase turned out to be valid to a surprisingly high degree. Concluding, some possible consequences the results could have on improving the rehabilitation process are discussed.

Impact of school and vocational education on smoking behaviour: results from a large-scale study on adolescents and young adults in Germany.

While level of school education has been related to prevalence of cigarette smoking in a number of studies, less information is available on the role of vocational education and related occupational contexts. This study analyses the relative contribution of different types of educational experience to explaining prevalence and intensity of cigarette smoking in a large sample of female and male vocational trainees in Germany. A standardized questionnaire on smoking behaviour and educational performance was applied in 27 educational centers across the country, covering a total of 20,527 respondents (77.3% of the original sample; women: 59.5%, men: 40.5%). Bivariate analysis revealed a high prevalence of current smokers among vocational trainees, both men (51.2%) and women (49.4%). Men were more likely to be heavy smokers, especially with increasing age. In both sexes, prevalence of smoking was particularly high in the following occupational groups: hairdressers, butchers, painters, service personnel (hotels, restaurants), shop assistants/sellers and cooks. Multivariate analysis taking educational level, type of vocational training (occupation), age, sex and urban-rural background into account revealed the highest prevalence odds ratios (POR) of smoking in subjects with the lowest educational level (POR = 5.19 for men and 4.56 for women). Even stronger effects were observed with smoking intensity (> or = 20 cigarettes/day): in men with the lowest educational level the risk of being a heavy smoker was 8.92, and in women 13.54 compared to subjects with a high-school leaving qualification. Poor school education must be considered the relatively strongest predictor of prevalence and intensity of cigarette smoking in a large sample of female and male vocational trainees. Preventive efforts should be directed at specific target groups such as those identified by this study.

[Vocational education of the handicapped in the European Community--experiences from the network of vocational rehabilitation services].

Organized cooperation in the field of vocational rehabilitation has been established at EC-level more than fifteen years ago, the first meeting of the community network of rehabilitation centres having taken place on the 20th of October, 1975. This cooperation has been intensified and extended by HELIOS, the second action programme on behalf of disabled persons adopted by the Council of Ministers in April 1988, to continue the efforts started by the initial action programme. In the fields of occupational qualification, languages, and new technologies, "Europe 92" will give rise to new challenges that imperatively ask for closer cooperation among rehabilitation workers in the Community. In the framework of HELIOS, this cooperation has already been started.

Physiognomic perception and educational-vocational preference.

The purpose of the present study was to determine whether physiognomic perception influenced community college students' selection of a variety of educational-vocational goals. Physiognomic perception, a cognitive style dimension through which people imbue objects with varying degrees of affect, was measured by a standardized and validated instrument known as the Stein Physiognomic Cue Test. The subjects were 183 community college students classified according to their stated choice of major field on a brief questionnaire. The hypothesis that students selecting various major fields of study would differ as a function of physiognomic tendencies was supported. The expectation that females would have greater physiognomic tendencies than males was not confirmed for the present sample.
