[Return to work after occupational accidents and occupational diseases].

The key formula "by all suitable means" is a structural support for successful occupational reintegration. In this respect, the special system of accident insurance administered primarily through the "Berufsgenossenschaften" (BG), differs from the other branches of social security. This system's roots in civil law do not allow any comparison with the principle of public law insurance underlying the other branches of social security in Germany. Under the statutory accident insurance scheme, the employer, i.e., the liable party within the employment relationship, has to compensate any health damage incurred by an employee, subject to the principles of compensation for damages under civil law, in a manner enabling the employee to return to his position in worklife and in society as unscathed as possible. From this general mandate by the legislator, the social partners involved within the self-management of the BGs draw their strength and their dynamics in arranging for organizational methods within the-administrative offices and in cooperation with the health care providers. This control of rehabilitation, i.e., the accident insurance system's share of the responsibility for successful rehabilitation, contributes a great deal to reentergrating insured persons into work and career, returns valuable workers to the employers, thus having a favourable effect for the gross national product of a society, and last but not least provides a support for the social state.

An evaluation of the variation in the rates of occupational accidents in Turkey with trend analysis methodology. Are occupational accidents really diminishing?

OBJECTIVE: To show whether the rate of occupational accidents is decreasing in Turkey. METHODS: Data on incidence and deaths due to occupational accidents in Turkey during the period 1970-2000 were obtained and evaluated at the Department of Public Health, Hacettepe University, Ankara, Turkey. The data were collected in January 2003. The occupational accident rates were analyzed by morbidity, mortality and case fatality rates. The change in each variable over years was tested by trend analysis methodology. A regression analysis was performed on data on 3-point moving averages. RESULTS: The morbidity decreases significantly over the last 30 years (p<0.01) with a slope of -0.003. The correlation of the morbidity tendency due to years was 0.995 (p<0.01) and the total variance descriptive rate was 0.991. In respect to mortality, the variation due to years was declining (0.00001, p<0.01). The correlation of the model was 0.950 (p<0.01) and brings out the total variance to 0.903. The trend analysis model can be explained meaningfully in respect of constant and slope (p<0.01). In respect of fatality the variance over the years was 0.00029 (p<0.01). The correlation of the model was 0.934 (p<0.01) and brings out the total variance of 0.872. CONCLUSION: The main reason of the decrease of occupational accidents was probably due to unreported accidents, which do not cause injury. Reasons for underreporting of minor accidents should be investigated and this point should be taken into consideration when planning an occupational accident prevention programs.

[Possibilities, limitations and results of accident prevention in occupational accidents].

Technical measures to eliminate risk relevant factors offer good chances of success in occupational accident prevention. However such dominant factors get more and more scarce. To further reduce the accident rate, activities in the fields of information, training and motivation have to be increased. Since it is difficult to estimate the efficiency of such measures, suitable evaluation measures must be developed an applied.

Global estimates of fatal occupational accidents.

Data on occupational accidents are not available from all countries in the world. Furthermore, underreporting, limited coverage by reporting and compensation schemes, and non-harmonized accident recording and notification systems undermine efforts to obtain worldwide information on occupational accidents. This paper presents a method and new estimated global figures of fatal accidents at work by region. The fatal occupational accident rates reported to the International Labour Office are extended to the total employed workforce in countries and regions. For areas not covered by the reported information, rates from other countries that have similar or comparable conditions are applied. In 1994, an average estimated fatal occupational accident rate in the whole world was 14.0 per 100,000 workers, and the total estimated number of fatal occupational accidents was 335,000. The rates are different for individual countries and regions and for separate branches of economic activity. In conclusion, fatal occupational accident figures are higher than previously estimated. The new estimates can be gradually improved by obtaining and adding data from countries where information is not yet available. Sectoral estimates for at least key economic branches in individual countries would further increase the accuracy.

[Preliminary results of studies of the incidence, causes and effects of occupational accidents in the Bełchatow Industrial District. I. Direct causes of occupational accidents].

The work has been aimed at an analysis of accidents at work occurring throughout 1981-1982 at the Bełchatów Industrial District. The most common causes of accidents at work have been direct factors resulting mainly from workers' inadvertence or recklessness, improper performance of occupational tasks, lack of appropriate tools, and settlement of private affairs at work. The incidence of accidents at work might be reduced by compliance with safety-and-hygiene-of-work rules, better supervision, work organization and efficient working tools.

[Preliminary results of studies on the incidence, causes and effects of occupational accidents in the Bełchatów Industrial Region. III. Health effects of occupational accidents].

Health effects of accidents at work at the Bełchatów Industrial District have been investigated. Most injuries due to accidents have been bruises, wounds and bone fractures of upper and lower limbs. Much less frequent, as compared to other industrial plants, are injuries of head, chest and abdomen. The causes of those injuries have been discussed. In addition, the activities of occupational health services have been analysed.

[Aging and occupational accidents].

Ageing and occupational accidents is an underestimated issue in Italy. This deals both with shortcomings of data and proper studies in the matter and with safety culture and interventions. Nevertheless, some tables are presented showing a relation between ageing and occupational accidents both in frequency and in severity. These results are discussed in the light of a review of the literature on age-related accidents risks of three decades published in 1995. A framework is reported outlined for the purpose of identifying jobs in which ageing has either a preventive or an aggravating effect on accident occurrence. It is concluded that the safety problems of older workers may well be restricted to activities that are specifically "age-impaired". Age-related accident problems can also be specific in terms of injury type, as also demonstrated by some Italian data. Finally, it is emphasized that further research would benefit greatly from longitudinal designs, proper exposure measurements, intra-occupational investigations, consideration of the positive effect of relevant experience on occupational safety and greater precision about the type of accidents in focus. On the prevention side, a better attention to a global approach to safety problems (not only to technological aspects but also to immaterial ones, like work organization, psychosocial factors and so on) is pointed out.
