This study reports a survey of the dental licensing agencies in the 50 states, Washington, D.C., and Puerto Rico concerning agency legislation and nomenclature of dental laboratory work orders. Differences in both legislation and nomenclature were found. Dental laboratory work authorization was the title most frequently used by the agencies. Nearly all agencies require a work order written by a licensed dentist to accompany all materials transmitted to a dental laboratory. This along with other sources of information may help to increase uniformity in the content of laboratory work authorization forms, thereby improving quality control in dental restorations made in commercial laboratories.

PURPOSE: The Idaho Dental Hygienists' Association (IDHA) and other constituents use surveys to establish the goals of the association and better represent members. This study was conducted to assess dental hygienists' opinions about professional issues related to dental hygiene practice and legislative activities in Idaho. METHODS: In 1998, a questionnaire was mailed to all active Idaho dental hygiene licensees (N = 652). The coded questionnaire contained two sections. Section I included items on demographic and employment characteristics, and Section II included items on legislative and professional issues. Respondents were asked to rank 14 professional issues by selecting the top five concerns about dental hygiene practice in Idaho. Research questions asked included: 1) Do entry-level baccalaureate degrees in dental hygiene affect the ranking of professional concerns of Idaho dental hygienists? 2) Does being a member of the American Dental Hygienists' Association (ADHA) affect Idaho dental hygienists' ranking of professional concerns? Data were analyzed using frequency distributions and nonparametric tests of association. RESULTS: A 74% (N = 431) response rate was obtained after two mailings. Three professional issues were ranked as important concerns by at least 50% of respondents. They were 1) the "national trend to reduce entry-level education for dental hygienists," 2) "dental assistants performing dental hygiene services," and 3) "legalizing self-regulation." CONCLUSIONS: It is incumbent upon constituent dental hygienists' associations to obtain and utilize information from members for strategic planning and legislative efforts. A statewide membership study clearly can provide direction. Idaho dental hygienists are concerned about maintaining quality education programs, reducing illegal practices, and regulating themselves. Also, the state association and regulatory agencies need to take an active role to assure that dentists, dental hygienists, and dental assistants are educated about state laws.

Health professions education assistance in dental public health has been congressionally authorized in one form or another during the last four decades. The US Department of Health and Human Services (and its predecessor, the Department of Health, Education, and Welfare) has been a focal point for managing these federal programs. This report tracks the history of relevant national legislation, beginning in the 1950s with the Health Amendment Acts of 1956 and continuing most recently with the Health Professions Education Extension Amendments of 1992. The number of dental public health professionals trained and available to provide expertise and leadership to improve community oral health status has been tied to the presence and intensity of federal programming in this area.
After more than 25 years of debate about the legislation of patient rights in the Netherlands, the 'Agreement on Medical Treatment' act was passed by the Dutch government in 1995. This article descibes the amount of knowledge general dental practitioners have on several topics of this law, four years after its introduction. A questionnaire was send to 806 dental practitioners, random drawn from the registers of the Dutch Dental Association. The response-rate was 41.6%. Results show that respondents are well informed about some of the most important topics of this law, such as the requirement to obtain the patient's consent to major dental treatments and the fact that information must be based on the 'patient need standard'. Other rights and duties however, are less known. For example, it is still not well known that for routine treatments the patient's explicit consent is not needed, but can be assumed. Also, knowledge about the minimal period for retaining patient dossiers is scarcely present. Some explanations for this lack of knowledge are discussed, especially the lack of relevance of some topics of this law for the dental practice.

The availability of adequately trained professionals in sufficient numbers is an essential condition for guaranteeing good quality of health care. The Individual Health Care Professions Act fosters the quality by defining the educational requirements and the area of professional competence. The proposal of the working group 'Competition, Deregulation and Quality of Legislation in the health care' to make the dental hygienist free accessible for the patient is in accordance with the policy of the government to foster the efficiency by task delegation. The replacement of sectorial EU-directives by general directives for the free movement of professionals within the European Economic Area has more drawbacks than advantages. Most EU-memberstates are not a proponent for a vocational year after the basic dental training. Deficiencies in the basic dental training should have been met by lengthening the basic training.

The Royal Edict of Louis XIV had created a new category of practitioners, "The Teeth Experts", and at the dawn of the second half of the 19th century, France had no dental school nor specific legislation. The situation worsened when many American dentists settled in France. Thus the creating of the "Ecole dentaire de Paris" in 1880 constituted a significant event which was followed by the opening of the "Ecole Dentaire de France" in 1884 and of the "Ecole Dentaire Française" in 1896. Louis Maurice Champagne will be its director from 1926. At the St Ouen Jules Vallés Market, we fortuitously discovered a framed document containing three photographs of Louis Maurice Champagne's surgery located, 3 Place de la Madeleine in Paris. Thanks to his son and through various documents, we could trace the exceptional professional carrier of this practitioner who eventually bought the "Ecole Dentaire Française" from Dr Louis-Jules Rousseau. Then, we discuss the legal frame work of the 1892 law created the "Chirurgien-dentiste" diploma and we describe the scientific and practical teaching for the "Ecole dentaire française". The operating layout of the clinical rooms is presented by opposing the ergonomic aspect of the demonstration surgery of the director and the two large operative dentistry rooms used for students. We conclude by emphasizing Louis Maurice Champagne's determination to overcome adversity which was peculiar to him as a young orphan immigrant without resources. To solve the problem of the "Chirurgien Dentiste" statute considered by its promoters as a stage of transition towards fuller reforms, we present various projects like from Dr Hulin's. This practitioner presided the Dental Section of the Medical Council Order before being voted in the first President of the "Chirurgien Dentiste" National Council Order in 1945. In 1942 he was the first to advocate a legislation based on the independence of the dental profession, still in force nowadays.
