HIV/AIDS and legal issues in England and Wales.

In England and Wales, the only HIV specialist legal advice service is currently observing "a return of many of the problems that were encountered in the 1980s but which we thought had been resolved." Ignorance about HIV and about how HIV is (and is not) transmitted continues, while the many benefits from new treatments have been accompanied by complacency, misunderstanding, and new forms of discrimination. This article, by members of the Advice Centre of the Terrence Higgins Trust, which includes the HIV specialist legal advice service, provides an overview of some of the legal issues currently facing people with HIV/AIDS in the UK, from discrimination to the rights of HIV-positive parents and their children, from housing to immigration and criminal law.

The labor supply of male Hispanic immigrants in the United States.

"Several recent studies have begun the systematic analysis of the labor market characteristics of Hispanics in the United States. This research has focused on two related issues: a) how the immigration and assimilation experience affects Hispanic earnings; and b) the measurement of wage differentials between Hispanics and non-Hispanics. The main findings of this research are that the earnings of (some) Hispanic immigrants rise rapidly after immigration; and that the wage differential between Hispanics and non-Hispanic whites is generally due to differences in observable skill characteristics. This article extends previous research by focusing on another labor market characteristic: the labor supply of Hispanic immigrants."

Sponsors, sponsorship rates and the immigration multiplier.

"This article reviews the evidence pertaining to the extent to which U.S. immigrants actually make use of the family reunification entitlements of United States immigration laws, examining the two available studies which are based on probability samples of immigrant entry cohorts. It then provides new estimates of the characteristics of the U.S. citizen sponsors of immigrant spouses and parents.... With respect to the characteristics of sponsors, analysis of the information in the GAO [General Accounting Office] report indicates that 80 percent of the persons who immigrated in FY 1985 as the spouses of U.S. citizens were sponsored by native born U.S. citizens. In contrast, native born U.S. citizens sponsored only five percent of the parent immigrants. Additional findings on the country of origin and sex of the sponsored immigrants are presented."

[Asylum seekers: policy and some demographic aspects].

"The Dutch policy regarding asylum seekers requires a stay of a few months in special centres where they have to remain pending the result of the asylum request.... Taking into account that the huge inflow of asylum seekers in the special centres in 1994 (more than 45 thousand) will also have an impact on the number of immigrants in 1995, the number of immigrants who requested asylum can be estimated. In this article a simple method of short-term prediction is presented. Assuming that the outflow of asylum seekers to municipalities in 1995 will show the same pattern as in 1994 and that the total inflow of asylum seekers in the special centres will not surpass 30 thousand, a total of about 19 thousand asylum seekers will become immigrants in 1995." Are they fellow countrymen or not? The migration of ethnic Poles from Kazakhstan to Poland.

"This article presents the process of migration of Kazakhs of Polish ancestry from Kazakhstan to Poland which has been taking place since the early 1990s. Poles deported in the past to Kazakhstan were mostly inhabitants of territories which did not belong to Poland; neither were they citizens of Poland. Therefore, the process of adaptation and integration was rather painful. The article points to factors that may simplify and those that may impede integration. The other problem...concerns the piecemeal policy towards Kazakhstan Poles, adopted by the Polish government, which seems risky if not dangerous. The author explains why it may cause a huge wave of illegal immigration to Poland."
