Environmental and ethical aspects of international migration.

"U.S. immigration policy has a beneficent intent. However, recent work suggests that the signal it sends internationally--that emigration can be relied upon to relieve local (Third World) population pressure--tends to maintain high fertility rates in the sending country. This effect is counterproductive because high fertility is the primary driver of rapid population growth. In addition, it appears that the relatively open U.S. immigration policy has resulted in a rate of domestic population growth that threatens both the well-being of American labor and cherished environmental values."

[Control of population growth in China].

"By way of introduction the study outlines the serious problems caused by the huge mass of population, and the problems associated with the strict birth control introduced by [the] Chinese government. The prevailing administrative methods, previously applied under the conditions of centralised planned economy, have lost much of their effectiveness in the developing market economy. The author analyses what other methods might be applied, in addition to (sometimes instead of) those referred [to] above, being in line with the market and based on the interests of families and communities." Repackaging population control.

"While the abortion controversy captured the world's headlines, the real significance of the UN's [1994 International Conference on Population and Development] went largely unnoticed.... After decades of failure, the UN has finally pushed the issue of population control center stage by repackaging it in a blurry concern for the rights of women." The author argues that the conference's strategy was to target women as both the cause of overpopulation and the locus of the problem's solution.
