The old old--or the new old? Part 1--demographic trends and profile of the population aged 80 years and over.

"The paper gives an account of the demographic trends that are bringing about changes in the population aged 80 years and older in Australia. The old old population of the future will differ in size and structure from earlier cohorts reaching advanced age: an examination is made of the contribution of the effects of past birth rates; recent changes in mortality at older ages; the impact of immigration especially on the cultural diversity of the old old; and changes in sex ratios and marriage patterns that result in changes in social circumstances. The indications are that a much more dynamic view of the old old is required. The present report is the first in a three-part study which will cover social and health trends and discuss the implications of the newly emergent old old population for social policy." Data are from Australian life tables for different birth cohorts for the period 1900-1986.

Are they fellow countrymen or not? The migration of ethnic Poles from Kazakhstan to Poland.

"This article presents the process of migration of Kazakhs of Polish ancestry from Kazakhstan to Poland which has been taking place since the early 1990s. Poles deported in the past to Kazakhstan were mostly inhabitants of territories which did not belong to Poland; neither were they citizens of Poland. Therefore, the process of adaptation and integration was rather painful. The article points to factors that may simplify and those that may impede integration. The other problem...concerns the piecemeal policy towards Kazakhstan Poles, adopted by the Polish government, which seems risky if not dangerous. The author explains why it may cause a huge wave of illegal immigration to Poland."

The politics of immigration reform.

The US is the target for international migration, now more than ever. Population growth and economic stragnation in the Third World are increasing the pressures for out-migration, and current immigration law is wholly incapable of responding to the ever increasing flow of illegal immigrants. Border apprehensions of illegal aliens in the US were up 40% during 1983, and total apprehensions reached 1.25 million by the year's end. Recent public opinion polls have disclosed that an overwhelming majority of the American public demands immigration reform, and yet we as a nation have been distinctly unwilling or unable to respond to this clear public sentiment. This paper discusses the politics of the "Simpson-Mazzoli" Immigration Reform and Control Act, previous immigration legislation, current counterproposals for US immigration policy, and the political realities of immigration reform.

International migration and the politics of admission and exclusion in postwar Europe.

"Although nation-states assume territorial, political and cultural boundedness, their boundaries are not uniform barriers, but rather are characterized by varying degrees of openness and closure to international migrants. The manipulation of the permeability of these boundaries constitutes the politics of admission and exclusion.... This paper provides a discussion of the complex economic, political and social forces impinging on the politics of admission and exclusion and an analysis of how these forces have been operating in a particular historical and geographical context to determine the admission of international migrants into national territory and community.... There are signs that the integration of nation-states into regional blocs such as the EC is shifting the politics of admission and exclusion practised by the dominant member countries to the supra-national scale."

[International migration in the context of the Netherlands].

The author reviews the literature on international migration concerning the Netherlands. Aspects of the Dutch situation are discussed, including the relatively low percentage of resident foreigners, their significant contribution to the country's population growth, and their relatively low level of employment. "The author favours immigration of highly qualified individuals for social, economic and psychological reasons, more economic cooperation with countries of origin, as well as a more stringent policy of integration, in the context of a more active and well considered immigration policy." Five main aspects of population geography are examined. Firstly...the history of tenure policies is outlined. Secondly, the distribution of the African population as revealed in the 1982 census is described and major changes between the census years of 1962, 1969, and 1982 are discussed. Thirdly, changing patterns of settlement and land use within the peasant farming areas (Communal Lands) are examined in the context of increasing population pressures. Fourthly, trends in the...urbanisation of the African population are described. Fifthly, post-independence development policies directed at effecting changes in the distribution of population are discussed with particular reference to the land resettlement programme."

[Trends and new factors affecting the brain drain from developing countries].

Current trends in brain-drain migration from developing to developed countries are analyzed. "Describing the growing specialisation of and rapid changes in the demand for qualified migrants in developed countries, this study shows that the brain drain phenomenon is increasingly fed by LDCs nationals migrating primarily for studies abroad. The resulting economic and social effects, both for sending and receiving countries, of the brain drains' modern patterns are analysed, as is the current action undertaken by various parties to eradicate this phenomenon." Family and internal migration in Taiwan.

"In this paper we examine internal migration in Taiwan in the 1960s when rural economic conditions were volatile, the shift from agriculture to non-farm employment was gaining momentum, and the government's policy of industrialization through export was adopted. Migration is seen as one component of households' survival/adaptation strategy.... Our empirical analyses are consistent with our a priori theoretical expectations that household access to land, participation in the local wage labor force, and access to migrants' social networks directly influenced how families in Taiwan deployed migration as a household survival strategy."

International migration: a case study of South Africa.

"South Africa, which has traditionally been a popular destination for international migrants, is currently experiencing a net loss of legal migrants, but an enormous gain of illegal immigrants. This article analyses trends in legal international migration to and from South Africa and provides a demographic profile of legal immigrants and emigrants. The reasons for and results of the influx of illegal immigrants into the country are discussed, and possible policies and strategies to reduce this influx are presented."
