Desorption is one of the most critical processes affecting the effectiveness of soil and ground water remediation. None of the currently adopted desorption models can accurately quantify desorption of low-hydrophobicity organic chemicals, and thus could potentially mislead remediation design and decision-making. A recently developed dual-equilibrium desorption (DED) model was found to be much more accurate in quantifying desorption. A screening-level transport model, DED-Transport, was developed to simulate the DED effect on behaviors of organic contaminant plumes during remediation. DED-Transport requires only simple parameters, but is applicable to many remediation scenarios. DED-Transport can be used as a decision-support tool in site remediation to more precisely predict the time required for cleanup.

OBJECTIVE: To provide a model for prospective budgeting for home care that is plausible, coherent, flexible, and sufficiently tractable that it can serve as a template for practical decision making and to clarify what would be the data requirements and statistical framework to calibrate the model. METHODS: Methods used are standard risk-neutral expected value theory, cost benefit analysis, and the conditional logistic probability model. RESULTS: A simple but effective prospective budgeting model that provides analytic scaffolding for a practical decision support system for home care case managers, consultants, and program evaluators that can improve program equity, efficiency, and effectiveness. DISCUSSION: The author criticizes the well-known Titration Budgeting Model of Weissert, Chernew, and Hirth in terms of its logical and operational problems but then goes on to develop a framework within which the goals of the titration model can be met and home care resources can be more efficiently allocated.

This article discusses a collaboratively organizational capacity-building model for agencies engaged in HIV/AIDS prevention. The cooperative training approach (CTA) utilized by the Training and Technical Assistance Program trained participants to incorporate learned skills into their daily work practices, and to become trainers to help disseminate their newly acquired skills, first to others in their own organization and later to other organizations. The CTA was successfully implemented among 285 community-based organizations (CBOs) serving predominantly Hispanics in the U.S.-Mexico border region. The program evaluation demonstrated that it has significantly upgraded the program implementation capability and the organizational infrastructure of the participating organizations resulting in improved delivery of services to their clients. Furthermore, it fostered networking and collaboration for the development of sustainable training and technical assistance networks of agency staff skilled in organizational capacity building. It is suggested that funding agencies examine the feasibility of using this approach to increase the organizational capacity of CBOs involved in HIV/AIDS prevention.
