Strategic planning for AIDS prevention--city of Toronto's experience.

This paper chronicles the planning process for the City of Toronto Department of Public Health's HIV/AIDS Prevention Program for 1991/1992. The process benefited from extensive consultation and input from Department staff, community representatives and the local Board of Health. A discussion of various questions that arise when planning a multifaceted program as well as practical suggestions are offered. The paper is written in the form of a letter to an incoming program coordinator.

Disaster management. Lessons learned.

Our experiences have taught us that practice makes perfect and that it probably is unreasonable to expect everything to be orderly, sane, and appropriate during disaster management. The best we can hope for probably is controlled chaos. We do believe that we have generated an improved plan, that the plan is known, and that it is being revised continuously. We can no longer rely on our goodwill and good intentions to manage mass casualties in a disaster. There are too many factors that can reduce our ability to provide medical care in this situation. Hospital planning is essential. The hospital should be represented on the emergency preparedness committee so it is knowledgeable about the various plans throughout the city. Each plan must be practiced and critiqued to identify potential problems. Hospital staff must be kept current on the various plans to understand the communication, authority, responsibility, security, and medical control for each plan. We have instituted a video program outlining the various tasks for each hospital department for each disaster plan. This format allows the personnel in these departments to review their responsibilities continually in a concise manner and allows practice of disaster preparedness without implementing an entire disaster drill. Table 1 provides a quick review of the areas and questions we found to be problems when implementing our disaster plan.

[Effects of urbanization on landscape pattern of Beijing].

Landscape pattern of Beijing urban areas within the six-ringed road was classified based on 1997 and 2002 remote sensing data. The indices from landscape level were computed using Fragstats 3.3 to study the landscape pattern change of Beijing urban areas from 1997 to 2002. The results showed that the number of patches increased by 106.6%, the mean patch area decreased by 51.6%, the splitting index increased by 94.3%, and the landscape diversity index increased by 17.8%. The landscape pattern tended to be fragmentized and diversified in those five years. The reason of this change was the increased need for construction land due to the growing population and the improvement of living standard. Landscape pattern change of Beijing might influence the changes of substance flow and energy flow. It also provided some fundamental landscape scale data and some suggestions for development and planning of Beijing city.
