Establishment of National Manpower Commission, August 1987.

In August 1987, the Prime Minister of Pakistan established a National Manpower Commission to undertake analysis and the determination of the dimension of unemployment in Pakistan and make recommendations on both short- and longterm policies for dealing with this issue. The Commission was established because of special problems arising from the emigration of Pakistani workers to foreign countries and the new phenomenon of reverse migration as a result of the changing pattern of labor demand in the Middle East and other countries.

The author reviews the U.N.'s draft proposal concerning the rights of migrant workers and their families. "This article examines the nature and scope of obligations under the United Nations Convention and contrasts them with existing international standards. In the light of the elaboration of the U.N. Convention, the conditions of future normative activities to limit negative consequences of a proliferation of instruments and supervisory mechanisms are outlined." Consideration is given to human and trade union rights, employment, social security, living and working conditions, workers' families, expulsion, and conditions of international migration. A note on international migration, non-traded goods and economic welfare in the source country.

"This note extends the work of Rivera-Batiz to the case where capital is collectively owned and the decision to emigrate entails both a withdrawal of labor services from the source-country and the surrender of the ownership of capital. In this framework, which seems to have wide real-world relevance for socialist, labor-managed and peasant economies, it is found that emigration helps increase the welfare of the non-migrant. This result, which seems quite robust to its specifications, is exactly the opposite of that of Rivera-Batiz and points to the need for great caution in drawing policy conclusions with regard to issues pertaining to emigration."

Labor mobility, trade and structural change: the Philippine experience.

"This article addresses three questions: (1) Is the high rate of emigration of labor from the Philippines related to the country's trade policy? (2) Why have migration and accompanying remittances not made much of an impact on the growth and structure of the Philippine economy? (3) Would economic growth and structural change eventually curtail labor emigration? The Philippines' history of labor export and its economic development are contrasted with those of Asian NIEs [newly industrialized economies] which have adopted liberal trade regimes."

Black retirement migration in the United States.

The specific aim of this study was to extend the analysis of retirement migration patterns to older Blacks. The 1980 Census public use sample A provided the data for this analysis. Because of their strong initial southern settlement and their labor force out-migration patterns in this century, many older Black migrants are "provincial return migrants" to the South, a migrant type that may decline among Blacks in the future. There is also a regional counterstream migration pattern among older Black migrants. Out-migrants in this stream from the South have elevated indicators of dependency. Suggestions are made for other related studies of Black retirement migration.

Demographics and the dynamics of earnings.

"This paper discusses how demographic changes, in particular changes in cohort size, female labor force participation and migration, influence the dynamics of wage rate profiles. A review of the literature suggests that there are demographic effects on wage rate profiles, although they are usually rather small." Data are from Sweden and other developed countries.

Employment policy and labor supply of foreign workers in the Federal Republic of Germany: a theoretical and empirical analysis.

"This study is an attempt to investigate the economic determinants of international immigration and remigration into and out of the Federal Republic of Germany. Moreover, employment policy measures with respect to foreign workers are described and their impact on the inflow and outflow of guest workers [is] analyzed." The author notes that the ability of the government to influence migration flows through legislation is limited because of the free movement of labor within the Common Market countries. It is suggested that in-migration of foreign labor slows wage increases for the native worker, may retard rationalization, and increases the social costs of unemployment, particularly during periods of recession.
