Brazil's fight against AIDS and its implications for global health governance.

The paper traces Brazil's efforts to fight AIDS in the last 20 years. The analysis concentrates on the efforts to combat and prevent the deadly infectious disease through ingenious efforts of private citizens, government agencies, national and international NGOs, which challenged multinational companies, international organizations and foreign governments. While the investigation led to a positive evaluation of the joint efforts in managing the threat, it is made clear that the fight against the HIV/AIDS virus is far from over in Brazil and will have to be strengthened on the local, national and international level.

A study of clinically related open source software projects.

Open source software development has recently gained significant interest due to several successful mainstream open source projects. This methodology has been proposed as being similarly viable and beneficial in the clinical application domain as well. However, the clinical software development venue differs significantly from the mainstream software venue. Existing clinical open source projects have not been well characterized nor formally studied so the 'fit' of open source in this domain is largely unknown. In order to better understand the open source movement in the clinical application domain, we undertook a study of existing open source clinical projects. In this study we sought to characterize and classify existing clinical open source projects and to determine metrics for their viability. This study revealed several findings which we believe could guide the healthcare community in its quest for successful open source clinical software projects.

Access to tangible research materials in biomedical research: conditions of access and their effect on research.

Biomedical discoveries often provide the basic tools for research. Such discoveries may be patentable or non-patentable products or processes, as well as the materials necessary for further research. Without rapid access to these materials on reasonable terms, there is concern that the progress of science will suffer. In 1995, the National Institutes of Health in the United States published a Master Uniform Biomaterial Transfer Agreement (UBMTA) to improve access to biomedical materials. Guidelines for transfers were published in 1999. This article analyses a survey that the author conducted in the Faculty of Medicine, Nursing and Health Science, Monash University. It observes that a significant minority of respondents experience frustration and/or adverse effects upon their research as a result of restrictions imposed upon their access to materials. It concludes that the extensive experience and precedent material in the United States provides an immediate resource to help improve access to biological materials in Australian universities.

A framework for the management of intellectual capital in the health care industry.

This article proposes a new theoretical model for the effective management of intellectual capital in the health care industry. The evolution of knowledge-based resources as a value-adding characteristic of service industries coupled with mounting environmental pressures on health care necessitates the extension of current models of intellectual capital. Our theoretical model contains an expanded context linking its development to organizational learning theory and extends current theory by proposing a six-term archetype of organizational functioning built on flows of information. Further, our proposal offers a hierarchical dimension to intellectual capital and a method of scientific visualization for the measurement of intellectual capital. In conclusion, we offer some practical suggestions for future development, both for researchers and managers.
