Three million illiterates become literate in 1990.

Remarkable achievements have been made since September 1990 in eliminating illiteracy, according to Wang Mingda, vice minister of the State Education Commission, China. 3 million illiterates have become literate since September 1990 and the number of illiterates among teenagers dropped drastically. At a meeting of the National Coordinating Group for Eliminating Illiteracy, Wang noted that according to incomplete statistics from some provinces and municipalities, there have been over 6 million illiterates attending schools throughout the country since September 1990 with 3 million becoming literates. The proportion of illiterates to the total population has declined to 15.88% in 1900 from 22.8% in 1982. New efforts nationwide to eliminate illiteracy were made in 1990, the "International Year for Eliminating Illiteracy." As for future tasks and countermeasures, Wang said that further efforts would be made to follow the guideline of "Teaching by All the Educated and Learning by All the Illiterates" to achieve the objective of eliminating illiteracy among young and adult people within 5 years.

Circular on illiteracy, 1988.

In 1988, the Chinese State Council issued a Circular calling for a nationwide campaign to do away with illiteracy within five years. The goal of the campaign is to ensure that over 85% of the population in rural areas and over 90% of the population in enterprises, institutions, and cities between the ages of 15 and 40 is literate. The campaign calls for governments at all levels to take measures against illiteracy and requires peasants to learn at least 1500 characters and industrial workers and urban residents to learn 2000 characters. Certificates are to be issued to persons who meet the standards.

This legislation sets forth the organization of the Burkina Faso Ministry of Basic Education and Mass Literacy. Among the directorates of the Ministry is the General Directorate of the National Literacy Institute which has as objectives 1) the promotion of literacy throughout the country; 2) the fostering and coordination of literacy activities and the training of young persons and adults; 3) the formulation of a national strategy to eliminate illiteracy; 4) the training of literacy trainers; 5) linguistic research applied to national languages; 6) methodological literacy research; 7) the creation and production of literacy materials; 8) creation and help in the implementation of a national postliteracy strategy; 9) participation in the production and reproduction of literacy materials; 10) the creation of methods and means of planning, overseeing, and evaluating literacy activities; and 11) the orientation, supervision, coordination, and administrative control of directorates that depend on it.
