"I will treat the question of whether there is an inherent difficulty hindering the nation-state and its concept of citizenship from coping with the problem of migration.... I interpret democracy as a political form which bridges the gap between the premodern concept of republicanism, which inspires the idea of citizenship, and statehood (which tends to be hostile to the idea of citizenship).... I claim also that democracy is necessarily harmonious with citizenship...which then leads me to the consequences of this judgment for the problem of migration...."
Governments in developing countries will face serious problems in extending basic social services, public facilities, and infrastructure for their rapidly growing urban populations during the next decade. The steadily increasing concentration of the poor in cities will exacerbate already severe strains on urban services. Innovative solutions will be needed to meet the growing demands for urban services. In addition to expanding national and municipal efforts, governments in developing countries must also explore alternative policies and organizational arrangements for meeting the basic needs of their urban population. Among the potential alternatives are: using market surrogates to improve service delivery; lowering the costs of service provision through changes in regulations and controls on urban development; actively supporting self-help and service upgrading schemes by the poor; promoting public-private cooperation and private sector participation in service delivery; increasing effective demand for services by promoting employment and higher incomes; and enacting and implementing policies that attempt to redistribute migration to small and intermediate-sized cities. Each alternative has advantages and limitations that planners and policy-makers must take into consideration in forging effective urban development strategies.

The author assesses recent research on modeling residential mobility. "The review and analysis in this article are designed to...examine the question of the trade off between theoretical concerns and policy relevance. The review emphasizes recent research in the Dutch housing market context....[Three critical issues are highlighted.] The first is the link between the aggregate and micro approaches. The second is the role of the interface between the studies of mobility and the larger demographic processes. And the third is the nature of the modeling strategies themselves. The last will lead quite naturally into the concluding remarks--the usefulness of modeling for policy makers."

"This article reviews the main trends in the literature and research on international labor migration in the Middle East over the period 1974-84. This literature, which is characterized as descriptive and judgemental, falls into three broad categories: first, international and national overviews of migration trends, remittance flows and their macro-economic impact; second, descriptions of government policies designed to organize and regulate labor migration; third, at the community and household scale, comparative studies of migrant and non-migrant behavior in labor-sending countries."
"The effects of migration on identity and the social position of Chinese women in Belgium were examined from an intergenerational perspective. At the macro level, policies and the general discourse on migration and migrants in Belgium were examined to assess the level of inclusion or exclusion of Chinese women.... The findings will show that although the Chinese are non-existent in official policy and statistics, they are set apart in mainstream society because of their different phenotypical traits. This leads to their exocitization and discrimination in many such social settings as daily life, the workplace and at recreational centers."
"Migrations in Europe have changed significantly in the last three decades, both in scope and nature, and involving new countries. It is therefore necessary to reconsider the concept of integration and the ways to measure it. It must also be taken into account that migration matters cannot be dealt with within national units, but require coordinated, agreed upon policies in countries (or even greater units) of origin and destination. The particular case of Italy with a large quantity of emigrants abroad and an important incoming flow of new immigrants is considered especially. Also the difficulties and possibilities of an accurate estimation of Italians abroad are analyzed." (SUMMARY IN ENG)

"Should the Australian immigration intake be forward-planned and, if so, should the resulting intake be numerically stable through time? There are sound reasons for anticipating the effects of current intakes on future intakes and for basing current intakes on Australia's long-term national objectives. These policy requirements imply a case for forward planning but not the need for a stable intake. Appropriately designed numerically unstable intakes are preferable to stable intakes because instability, while introducing adjustment costs, avoids more significant losses due to reduced selectivity in the entry mix."

"The form in which migration information is likely to be provided from the 1991 Census [of the United Kingdom] is reviewed, and suggestions are made about how this provision can be improved for the academic research community, building on the experience of the 1981 Census. The recommendations add considerable value to the information at relatively low cost."
