Integrating electronic information resources for NHS Glasgow staff at the point of need: a model of interlibrary collaboration and resource sharing.

The Glasgow NHS Libraries Consortium has harnessed the political imperative of collaboration and the capability of electronic information resources to address inequalities in access to the knowledge base across NHS Glasgow. They have negotiated consortium arrangements to an extensive range of electronic databases and journals which no single Glasgow NHS library could afford independently. A Project Officer was appointed to undertake the administration, technical work and promotion required to build a Web-based electronic library to deliver resources to all NHS Glasgow staff on an equitable basis. Close partnership with online content providers enabled the Project Officer to find solutions to problems caused by authentication systems and license restrictions. These efforts have culminated in the production of a fully integrated virtual library--the NHS Glasgow e-Library--delivering 11 major electronic databases, 440 full-text electronic journals, 48 electronic textbooks and over 5000 journal contents pages. The NHS Glasgow e-Library is without precedent within the NHS in terms of its wealth of resources, and it provides a model for Scotland-wide access to the knowledge base. The sustainability and transferability of the resource is dependent on a number of key areas-maintenance, user training, evaluation, IT infrastructure and ongoing collaboration and unification. Ongoing research will monitor how far the NHS Glasgow e-Library has strengthened the connection between research evidence and clinical practice.

Lessons learned from the PMM Network experience.

For eight years, the Prevention of Maternal Mortality (PMM) Network in West Africa designed, implemented and evaluated projects to reduce barriers to care for women with obstetric complications. Many valuable lessons were learned concerning program development and implementation. A multidisciplinary approach enabled the Network to address the various aspects of the problem; collaboration between teams encouraged the sharing of resources and experiences; and collaboration with government and communities enhanced project sustainability. Capacity building through long-term, systematic technical support resulted in a Network of proficient researchers. Existing human and material resources were utilized to enhance the feasibility and sustainability of projects--a strategy that could be adopted in other developing countries. Cost-tracking was used as a management and evaluation tool. The collective experience of the Network offers guidance for program planners and researchers working on maternal mortality in developing countries.

Kissimmee River restoration: a case study.

Channelization of the Kissimmee River transformed a 167 km meandering river into a 9 metre deep, 75 metre wide, 90 km drainage canal (C-38) that is compartmentalized with levees and water control structures into a series of five stagnant pools. Channelization dramatically changed water level and flow characteristics, drained 21,000 hectares of floodplain wetlands and severely impacted fish and wildlife populations. A $500 million dollar restoration project will restore the ecological integrity of the river-floodplain system by reconstructing the natural river channel and reestablishing hydrologic processes. Sixty expectations have been established to quantify the ecosystem's recovery. The first phase of reconstruction was completed in February 2001 and included movement of 9.2 million cubic metres of earth to backfill 12 km of C-38, the explosive demolition of one water control structure, construction of two sections (2.4 km) of new river channel, and reestablishment of 24 contiguous km of river. Numerous social, political, and technical challenges have been encountered during the project's evolution. Recommendations are provided for future restoration projects.

Technical and other considerations in identifying operations research problem areas, selecting topics, and designing studies.

Problem identification and OR study topic selection are the foundations upon which the success of the entire OR process depends. Both technical and nontechnical issues impinge on these early stages of project development and must be dealt with simultaneously. This paper has proposed a set of guidelines or questions for weighing the technical considerations of OR, that is, for selecting relevant and salient problems that have competing solutions implementable through administrative action. However, it is not as easy to come up with a similar set of guiding questions for judging the nontechnical, often political considerations that usually result in compromises in project development. It may be hoped that further discussion of these issues will lead to the development of clear and useful guidelines.

[Population forecasts for the Netherlands after 1980].

"This article deals with the results of the most recent population forecasts for the Netherlands, compiled by the Central Bureau of Statistics. Some attention is also given to the methods and the assumptions that were used." The projections include three variants regarding marriages, births, and international migration. (summary in ENG)
