Decree No. 18272-S of 27 June 1988.

This Decree creates in Costa Rica a National Commission for Integral Attention for Maltreated Minors, composed of representatives of various government and nongovernment agencies. The functions of the Commission are the following: 1) to recommend policies and actions favoring maltreated minors; 2) to compile institutional diagnostic material relating to maltreated minors, identifying causes and resources and establishing priorities of action; 3) to formulate a plan applicable in both rural and urban areas for integral attention for maltreated minors, with three levels of prevention; 4) to recommend to involved institutions actions, procedures, and technical guidelines to follow with respect to integral attention for maltreated minors; 5) to oversee, supervise, and evaluate public and private programs of attention for maltreated minors; 6) to promote the active participation of the community in solving this problem by means of dissemination of information and formal and nonformal education; 7) to promote the compilation and dissemination of information on relevant investigations and studies applicable to the phenomenon of maltreated minors with the object of establishing a national data bank in this area; and 8) to review legislation in effect relating to the maltreatment of minors and send recommendations to the competent authorities.

Public Law 100-294, 25 April 1988.

This Act does the following: 1) directs the US Secretary of Health and Human Services to establish an Inter-Agency Task Force on Child Abuse and Neglect, a national clearing house for information relating to child abuse, and a national data collection and analysis program with respect to State child abuse and neglect reports; 2) broadens the scope of research to be conducted by the Secretary with respect to child abuse and neglect; 3) directs the Secretary to publish research, training materials, and investigative materials on child abuse; 4) establishes a National Commission on Child and Youth Deaths; 5) directs the Secretary to provide for programs to increase the number of minority children placed in adoptive families and for post-legal adoption services for families who have adopted special needs children; 6) establishes a program for information and training demonstration grants for local law enforcement agencies with respect to domestic violence; 7) and directs the Secretary to develop and document objectively data on domestic violence. The Act also contains provisions relating to 1) the director, staffing, and advisory board of the National Center on Child Abuse and Neglect (already established); 2) grants made by the Center with respect to the prevention, identification, treatment, investigation, and prosecution of child abuse; and 3) funding of child abuse and domestic violence programs.

Decree relating to health education and information on youth as well as to aid and assistance to families in areas relating to contraception and responsible parenting, 10 July 1984.

This Decree requires various organizations in the French Community of Belgium, which supply aid and information on sexuality, marriage, and the family, to furnish their personnel with a list of approved centers and documentation containing the necessary legal, technical, and medical information for couples and persons who request it in the area of contraception and responsible parenting. It also requires the personnel of such organizations, as well as hospitals, to give to women in distress the necessary technical and medical aid to deal with difficulties in using contraceptive methods. Finally, it requires educational establishments to provide, within the framework of biology and social and moral science courses, information on the legal, technical, moral, and medical problems posed by responsible parenting and contraceptives.

Ordinance establishing a Department for the Equality of Women and Men, 24 February 1988.

This Ordinance establishes a Department for the Equality of Women and Men to encourage the application of the principle of equality between women and men in all areas of life and to devote itself to the elimination of all forms of direct or indirect discrimination. The Department is attached to the Swiss Federal Office of Culture and has the following functions, among others: 1) to formulate normative acts and measures that the Confederation will enact for the ends of promoting and guaranteeing equality between women and men; 2) to collaborate with cantonal and community departments as well as with organizations that assume similar tasks; 3) to advise individuals and authorities on questions dealing with equality between women and men; 4) to issue recommendations and to establish or request expert evaluation; 5) to develop, in concert with interested parties, programs and measures aimed at ensuring the equality of women and men and to follow their implementation; 6) to inform public opinion about the issues of equality between women and men; and 7) to report regularly on its activities and on the realization of the legislative program relating to "equality of rights between men and women," as well as on the actual situation with respect to the equality of women and men. Further provisions of the Ordinance deal with the Department's relations with other federal offices and wages for personnel, among other things.

Decree No. 17965-S promulgating Regulations on the functioning of the National Commission on Breastfeeding, 4 February 1988.

The Commission of Costa Rica referred to in the title was established by Decree No. 17273-S of 31 October 1986 (Annual Review of Population Law, Vol. 13, 1986, Section 920). Section 3 of the present Decree lays down that the primary objective of the Commission is to promote breast feeding by means of activities in the fields of care, education, law, research, and information dissemination. Section 5 lays down that, in order to carry out its functions, the Commission may have recourse to the technical assistance and financial support of the Institute of Nutrition for Central America and Panama (INCAP), the Pan American Health Organization, the UN Children's Fund, and the agencies that form part of the Commission, depending on their respective financial resources. Section 6 lays down that the Commission is to function as a coordinating agency between public and private establishments undertaking activities to promote breast feeding and to organize groups carrying out activities related to breast feeding. Under Section 7, the Commission's functions are as follows: ensuring that the information disseminated by the various media on breast milk and breast-milk substitutes is not prejudicial to breast feeding; ensuring the satisfactory implementation of and compliance with the rules issued to foster breast feeding in health care centers in the country; encouraging the inclusion of matters relating to breast feeding and its promotion in the different levels of official education; encouraging the training of personnel who, on account of their functions, undertake activities in the maternal and child care field; contributing to the development of educational materials relating to breast feeding; ensuring awareness of legislation directly or indirectly fostering breast feeding and implementing such legislation; encouraging research enabling priorities to be established in decision-making for improving maternal and child health; and performing all other duties laid down by the law or deemed necessary by the Commission to achieve its objectives. Under Section 11, the Commission is to maintain contacts with corresponding commissions in countries in Central America, the Caribbean, and elsewhere as well as with international organizations and agencies undertaking activities in the field of maternal and child care.
