Land development and transmigrant farmers in Southern Sumatra, Indonesia.

"This paper discusses...the impact of land ownership on the transmigrant farmer's participation in new land development for irrigated paddy fields, taking Lampung Province (the pioneer settlement of the transmigration programme) as the specific area of reference. Special attention is focused on the case of the Way Rarem Irrigation Project in the northern part of Lampung, Southern Sumatra.... There is no evidence in this analysis to support the hypothesis that the income level of the farmer contributes to the progress of land development. The ethnicity or province of origin is also insignificant in its effect on land development. Similarly, transmigration status does not show any significant relation to land development." Growth of India's scheduled caste population, 1971-81: a spatial analysis.

The author analyzes the spatial distribution and the rapid growth rate of India's scheduled caste population since 1971 and finds that "there are wide regional disparities in their rates of population growth. Areas with relatively high growth rates are associated with (i) accelerated process of urbanisation and industrialisation, (ii) expansion in mining activity, and (iii) intensification and commercialisation of agricultural development based on irrigation. By contrast, areas experiencing low rates of growth are associated with (i) continuing high mortality rate, and (ii) net out-migration arising from scarcity of resources, acute poverty and subjection to deprivations...."

Decree-Law No. 482/88, 26 December 1988.

This Decree-Law adopts measures aimed at resolving land use matters that remained following the implementation of the Portuguese land reform policy under Law No. 2014 of 27 May 1946. The two principal measures introduced by the Decree-Law are 1) the lifting of legal impediments to the use of land acquired by the Colonization Agency under the 1946 statutes, but not redistributed under that policy and 2) the granting of full property rights to settlers who have paid and/or do not default on future payments of annuities owed pursuant to land distribution plans under the land reform policy.

Comparison of AIDS knowledge and HIV-related sexual risk behaviors among adolescents in low and high AIDS prevalence communities.

Data were collected from students attending high school in a rural, low acquired immunodeficiency syndrome (AIDS) prevalence community in Northern California, and compared with students in an inner-city AIDS epicenter (San Francisco). The findings demonstrate that rural adolescents have higher levels of human immunodeficiency virus (HIV) knowledge, especially about risk-reduction strategies. However, rural adolescents also report higher rates of HIV-related sexual risk behaviors. Rural adolescents may not perceive the personal salience of practicing HIV risk-reduction behaviors thus increasing their risk for exposure to sexually-transmitted diseases, including HIV infection. School-based HIV prevention programs developed for rural communities will need to enhance the personal salience of HIV for adolescents' and discourage their discounting of personal risk attributable to a lower prevalence of AIDS in the community. Physicians must become more actively involved in HIV prevention efforts by routinely assessing adolescent patient's sexual behavior and utilizing their clinical interaction to provide HIV education and promote the adoption of HIV risk-reduction behaviors.
