Abstinence and abstinence-only education: a review of U.S. policies and programs.

Abstinence from sexual intercourse is an important behavioral strategy for preventing human immunodeficiency virus (HIV), other sexually transmitted infections (STIs), and pregnancy among adolescents. Many adolescents, including most younger adolescents, have not initiated sexual intercourse and many sexually experienced adolescents and young adults are abstinent for varying periods of time. There is broad support for abstinence as a necessary and appropriate part of sexuality education. Controversy arises when abstinence is provided to adolescents as a sole choice and where health information on other choices is restricted or misrepresented. Although abstinence is theoretically fully effective, in actual practice abstinence often fails to protect against pregnancy and STIs. Few Americans remain abstinent until marriage; many do not or cannot marry, and most initiate sexual intercourse and other sexual behaviors as adolescents. Although abstinence is a healthy behavioral option for teens, abstinence as a sole option for adolescents is scientifically and ethically problematic. A recent emphasis on abstinence-only programs and policies appears to be undermining more comprehensive sexuality education and other government-sponsored programs. We believe that abstinence-only education programs, as defined by federal funding requirements, are morally problematic, by withholding information and promoting questionable and inaccurate opinions. Abstinence-only programs threaten fundamental human rights to health, information, and life.

A 'SHARP' approach to treating alcoholism.

SHARP is a hospital-based, self-help program for treating alcoholic veterans, which involves them in assuming major roles in governing the program and in helping one another. Because follow-up support is essential to maintaining sobriety, SHARP created on active social support system in the community. The evidence of SHARP's success is shown by results of a follow-up study that surveyed former patients' levels of drinking and life functioning.

Guidelines for development and application of aquatic animal health regulations and control programs. AVMA Aquaculture and Seafood Advisory Committee.

The creation of sound health regulations or disease control programs for any animal species is a complex endeavor. When the diverse stakeholder interests related to aquaculture are considered, this endeavor becomes daunting. The AVMA Aquaculture and Seafood Advisory Committee designed the following guidelines as a tool to assist aquatic animal health professionals who discuss potential regulations or control programs with government and industry entities. The guide focuses on determining whether a regulation or program is appropriate and, if so, developing a suitable and effective aquatic animal health plan. The Aquaculture and Seafood Advisory Committee was established in 1992 as an ad hoc committee of the AVMA Executive Board. The committee is composed of 9 veterinarians with diverse interests in aquaculture and seafood, and one non-veterinarian who represents the aquaculture industry. Participants from the USDA/APHIS and FDA serve as consultants to the Committee.

Signing of HIV / AIDS strategy.

The Philippines has scored a very important success in controlling the spread of HIV as it launched the Philippine National HIV/AIDS Strategy. This document will serve as a guide to all the policies and programs that will be created in relation to HIV/AIDS. President Fidel Ramos, who personally launched the strategy in Malacanang Palace, said that it is not too late to prevent a large-scale epidemic at this point, although he admitted that the solutions would not be simple. He said that the fight against HIV/AIDS must be universal and should not be left to the Department of Health alone. Since HIV affects all sectors of society, the president stressed the importance of multisectoral responses to slow down the HIV epidemic. Secretary Ramiro, for his part, said that the strategy prescribes the national response to the epidemic and reduces its impact on individuals, families, and communities. A project of the Philippine National AIDS Council through its Committee on Policy Development (CPD), the National HIV/AIDS Strategy had undergone months of thorough nationwide consultative workshops and researches. With its launching, this unified multisectoral approach will eventually create a greater impact in the fight against HIV/AIDS.
