Privacy Act of 1974--PHS. Notification of establishment of a new Privacy Act system of records.

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing notice of intent to establish a new Privacy Act system of records 0937-0016, "Users of Health Statistics, HHS/ OASH / NCHS ." This system will be used to support the work of the National Center for Health Statistics ( NCHS ) by ascertaining from data users how NCHS can improve the usefulness of its health statistics to the public through changing content of data systems, statistical methodology used, or the nature or content of statistical publications. We are also proposing routine uses for this new system. PHS invites interested persons to submit comments on the proposed routine uses on or before June 29, 1984.

Privacy Act of 1974; system of records--PHS. Notification of a proposal to add routine uses.

In accordance with the requirements of the Privacy Act and the Debt Collection Art of 1982 ( Pub . L. 97-365), the Public Health Service (PHS) is publishing a notice of a proposal to expand one routine use and to add one routine use to three systems of records in the Alcohol, Drug Abuse, and Mental Health Administration (ADAMHA). We are adding a further routine use to system of records 09-30-0031 only. PHS invites interested persons to submit comments on the proposed routine uses on or before July 2, 1984.

Privacy Act of 1974; system of records--PHS. Notification of a proposal to add a routine use and to add a special disclosure statement to the existing system of records 09-37-0015.

In accordance with the requirements of the Privacy Act and the Debt Collection Act of 1982 (Pub. L 97-365), the Public Health Service (PHS) is publishing notice of a proposal to add a new routine use and the (b)(12) special disclosure statement to consumer reporting agencies to system of records 09-37-0015, National Center for Health Services Research Grant Records System. The new routine use is for the purpose of determining credit worthiness of individual grant applicants of the National Center for Health Services Research (NCHSR).

Privacy Act of 1974; system of records--PHS. Notification of establishment of a new Privacy Act system of records.

5n accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing notice of a proposal to establish a new Privacy Act system of records: 09-20-0162, "Records of Subjects in Agent Orange, Vietnam Experience, and Selected Cancers Studies, HHS/CDC/CEH." We are also proposing routine uses for this system. The Center for Environmental Health (CEH), Centers for Disease Control (CDC), will use this system of records to support studies of the health effects of human exposure to the herbicide Agent Orange and to other environmental factors associated with service in Vietnam, and to assess the risks for selected cancers among Vietnam veterans. PHS invites interested persons to submit comments on the proposed routine uses on or before July 30, 1984.

Privacy Act of 1974--Public Health Service. Notification of new systems of records.

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing notice of a proposal to establish three new systems of records: 09-25-0147: Records of participants in Programs and Respondents in Surveys Used to EValuate Programs of the National Heart, Lung and Blood Institute, HHS/NIH/NHLBI; 09-25-0149: Records of Participants in Programs and Respondents in Surveys Used to Evaluate Programs of the National Institute of General Medical Sciences, HHS/NIH/NIGMS; 09-25-0150: Records of Participants in Programs and Respondents in Surveys Used to Evaluate Programs of the National Institute of Environmental Health Sciences, HHS/NIH/NIEHS. We are also proposing routine uses for these systems. The National Institutes of Health (NIH) will collect, maintain and analyze records in the proposed systems of records in order to evaluate the methods, materials, activities and services which NIH uses in pursuing program goals.

Privacy Act of 1974--Department of Health and Human Services. Notification of a new system of records.

In accordance with 5 U.S.C. 552a(e)(4), we are issuing public notice of our intent to establish a new system of records: Medicare Mental Health Demonstration Evaluation (MMHDE), HHS/OS/ASPE, 09--90--0085. We are proposing also to include a routine use with the system in accordance with 5 U.S.C. 552a(e)(11). This proposed new system will provide for data on the demographic, mental health, and financing status of a national sample of Medicare beneficiaries receiving outpatient mental health benefits. The HHS program Office of the General Counsel has given legal clearance for the report. The public is invited to submit comments on the routine use of this system of records on or before May 20, 1981.

Privacy Act of 1974; report of new system. Health Care Financing Administration. Notification of new system of records.

In accordance with the requirements of the Privacy Act of 1974, we are proposing to establish a new system of records: Evaluation of the HMO Capitation Demonstrations, HHS/HCFA/ORD No. 09-70-0027. The purpose of this system of records is to provide data necessary to evaluate HCFA's Medicare Capitation Demonstration projects. The system will furnish information necessary to study the marketing effectiveness of health maintenance organizations enrolling Medicare beneficiaries under the demonstration project, the potential selection bias in Medicare HMO enrollment that may be associated with an enrollee's health status, and the extent of out-of-plan utilization and out-of-pocket expenses incurred by Medicare beneficiaries who are "locked-in" to receiving their health care from a single provider, i.e., one of the participating HMOs A more detailed explanation of both the evaluation and the records system is included under the section entitled "Supplementary Information". HCFA invites public comments with respect to routine uses of the system by March 18, 1982.

In accordance with 5 U.S.C. 552a(e)(11), we are proposing to add new routine uses applicable to the following notices of Systems of Records: (1) 09-70-0501, Carrier Medicare Claims Records, HHS/HCFA/BPO (2) 09-70-0503, Intermediary Medicare Claims Records, HHS/HCFA/BPO. We have provided background information about the routine uses in the "Supplementary Information" section below. We invite public comments on this proposal.

Privacy ACt 1974; report of a new system of records 09-90-0089. Office of the Assistant Secretary for Planning and Evaluation, Department of Health and Human Services. Notification of new system of records--National Long-Term Care Survey.

In accordance with 5 U.S.C. 552a(e)(4), wer are issuing public notice of our intent to establish a new system of records: National Long-Term Care Survey, HHS/OS/ASPE, 09-90-0089. We also are proposing to include routine uses of the system in accordance with 5 U.S.C. 552(a)(11). A sample of approximately 50,000 persons, drawn from Medicare administrative records, will be administered a short interview to determine if they have limitations in the personal care and instrumental (shopping, housework, etc.) skills which are necessary for independent living. Those who are limited--approximately 6,000--will be administered a second interview in which data will be obtained on their demographic, health, and economic characteristics, functional status, and utilization and costs of services. As part of this interview, respondents will be asked the names of family and friends who give them care. A sample of 2,000 of these caregivers will be administered an interview to determine the kinds and amount of care they give and their attitudes toward caregiving. The Caregivers Survey will be conducted by the National Opinion Research Center (NORC); all the other interviewing will be conducted by the Bureau of the Census, which will transmit to NORC the names and addresses of caregivers. All data will be used by the Department of Health and Human Services and/or their agents for statistical analysis. The same size has been determined by standard sample design techniques to be the minimum that will allow the required analysis.

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing a notice of a new system of records entitled, "Respondents in a Validity/Reliability Study of Self-Reported Drinking." HHS/ADAMHA/NIAAA, in the Alcohol, Drug Abuse, and Mental health Administration (ADAMHA). The system notice establishes two routine uses. PHS invites interested persons to submit comments on the proposed routine uses on or before June 28, 1982.

Privacy Act of 1974; altered system of records--PHS. Notification of altered system of records: 09-30-0036, "Alcohol, Drug Abuse, and Mental Health Epidemiologic and Biometric Research Data, HHS/ADAMHA/OA".

In accordance with the requirements of the Privacy Act, the Public Health Service (OHS) is publishing a notice of proposal to alter the system of records in the Alcohol, Drug Abuse, and Mental Health Administration (ADAMHA), National Institute of Mental Health (NIMH), entitled, "Mental Health Epidemiologic and Biometric Research Data, HHS/ADAMHA/NIMH," to create an umbrella system of records to include epidemiologic and biometric research data in the areas of alcohol and drug abuse in addition to data already collected and maintained for mental health research. The system is to be retitled, "Alcohol, Drug Abuse, and Mental Health Epidemiologic and Biometric Research Data, HHS/ADAMHA/OA." PHS invites interested persons to submit comments on the proposed alteration on or before November 23, 1984.

In accordance with the requirements of the Privacy Act and the Debt Collection Act of 1982 (Pub. L. 97-365), the Public Health Service (PHS) is publishing notice of a proposal to alter an established system of records 09-30-0014, "Saint Elizabeths Hospital Financial System, HHS/ADAMHA/NIMH." PHS also proposes to add a contractor routine use and to revise and expand an existing routine use concerning debt collection disclosures. PHS invites interested persons to submit comments on the alteration and the proposed new/revised routine uses on or before July 18, 1985.

Privacy Act of 1974; proposed major alteration to existing system of records--PHS. Notification of proposed major alteration to an existing system of records: 09-30-0041.

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing a notice of a proposed altered system of records, to be renamed "Participants in Drug Abuse Research Studies Supporting New Drug Applications," HHS/ADAMHA/NIDA, in the Alcohol, Drug Abuse and Mental Health Administration (ADAMHA), national Institute on Drug Abuse (NIDA). The system is currently entitled "Subject-Participants in a Drug Abuse Research Study on Naltrexone." We propose to alter the existing system to incorporate a second study with a narcotic agonist, LAAM (levo-alpha-acetylmethadol), thus creating an umbrella system. PHS invites interested parties to submit comments on the proposed alteration on or before July 11, 1983. We are not proposing changes to the nature of the routine use for this system of records but are rewording it to accommodate the LAAM study. This technical revision, in and of itself, does not require a public comment period. Additional technical changes to accommodate the LAAM study also appear elsewhere in the system notice.

Privacy Act of 1974; addition to routine use--PHS. Notification of a proposal to add a routine use to an existing system of records; 09-30-0034.

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing a notice of a proposal to add a routine use to the system of records 09-30-0034, "Professional Development Program Registries of the National Training System for Substance Abuse Services," HHS/ADAMHA/NIDA, in the Alcohol, Drug Abuse, and Mental Health Administration (ADAMHA), National Institute on Drug Abuse (NIDA). This new routine use will permit ADAMHA to transfer the records now in NIDA's possession to a non-Federal successor organization, the American Council on Education (ACE). ACE will assume all responsibility for the operation of the registries. PHS invites interested parties to submit comments on the proposed routine use on or before July 11, 1983.
