[Supplements to marriage law].

[Text of the "Xinjiang Uygur Region's additional regulations governing the enforcement of the marriage law of the People's Republic of China" promulgated December 14 at the Xinjiang Uygur Regional People's Congress] [Text] On December 14, 1980, the 3rd Session of the 5th Xinjiang Uygur Autonomous Regional Congress adopted the regulations. Article 1: These regulations are enacted in accordance with article 36 of the Marriage Law of the People's Republic of China; Article 2: As regards marriage ages, a man under 20 shall not get married, nor shall a woman under 18 get married; Article 3: According to the Marriage Law of the People's Republic of China, no one shall marry a collateral relative within the 3rd degreee of relationship; Article 4: A widow shall be left free to remarry, and no one shall be allowed to intervene in it on any pretext; Article 5: A mercenary marriage shall be prohibited, and no one shall be allowed to extort property in a marriage; Article 6: A legal procedure shall be required for a marriage and a divorce, and the way of substantiating a divorce by a notice in verbal or written form sent from 1 party to the other shall be prohibited; Article 7: Religion shall not be allowed to intervene in a marriage or family, nor shall a religious rite be allowed to replace a marriage registration; Article 8: Men and women under the prescribed marriage ages shall be prohibited from becoming engaged; Article 9: Planned parenthodd shall not be advocated among national minorities, and whether or not to practice family planning shall be at their own discretion; Article 10: These regulations shall only apply to various minority nationalities in this region; Article 11: Subject to the approval of the Standing Committee of the regional People's Congress, people's congresses at autonomous prefectures and counties or the congresses' standing committees shall be allowed to enact some modifications or additional regulations in light of actual conditions in marriages and families among local minorities and in accordance with the principles of the Marriage Law of the People's Republic of China and these regulations; Article 12: Like the Marriage Law of the People's Republic of China, these regulations shall come into force beginning on January 1, 1981.

[Jiangxi family planning].

The Jiangxi Provincial People's Government recently held a provincial conference on family planning work. According to the conference, the stress of the family planning work in Jiangxi in 1981 is to urge each married couple to have a single child and to call on young people to marry and have a child late. The natural population growth rate of Jiangxi Province dropped to 0.911% in 1980. However, the planned population growth rate in Jiangxi for 1981 is set at 1.2% because of the large number of young people who were born in the peak population growth period of the 1960s and are reaching the age of fertility. During the conference, Vice Governor Xu Qin delievered a work report.

Sharp population increase in Beijing anticipated.

About 800,000 young people will reach marriageable age this year, according to the Beijing family planning office. This is almost 3 times the normal figure. The new marriage law sets the marriage age at 22 years for men and 20 for women, compared with 27 and 25 years previously. Although late marriage is still encouraged, increasing numbers of young people are registering for marriage licenses. A citywide public education campaign begun in January 1981 is in full swing throughout the rural and urban areas of the Beijing municipality to drive home to young people the idea that the age for marriage may be different from the age for starting a family and to encourage them to get married at an appropriately later age. According to the office, the city's family planning effort has been successful in the last decade. More and more families have promised to have 1 child. Figures show that in the 10 years between 1970-1980, there were about 600,000 fewer births than would have been expected without family planning.

U.S. population: where we are; where we're going.

This Bulletin reviews recent trends in the dynamics and character of the U.S. population, the outlook for the remainder of the 1980s, and prospects for longterm growth. Estimated at 232 million as of mid-1982, the U.S. population is currently growing at about 1% a year, one of the developed world's highest growth rates. Natural increase (births-deaths) still adds some 1.7 million people a year, despite the rapid postbaby boom fall in fertility to a near-record low rate of 1.9 births/woman in 1981. With increasing numbers of refugees, net legal immigration averaged 600,000/year in 1979-81 and the net inflow of illegal immigrants may now be 500,000 a year. Uncertainty over potentially large numbers of immigrants complicates projections of future U.S. population size. Currently, the U.S. death rate is at an alltime low. More than 1/2 the population now resides in the South and West. Rural areas and small towns grew faster than urban areas in the 1970s for the 1st time in over a century. Educational attainment is at an alltime high, as is labor force participation, due to increasing employment among women and the baby boom generation's arrival at working ages. The age composition of the population, with the bulge of the baby boom generation surrounded by the older "depression" generation born during the 1930s and the younger "baby bust" generation born since the end of the 1960s, presents special problems for U.S. society.

[Socio-spatial heterogeneity and differential fertility in Bolivia. Pt. 2 (author's transl)].

In this research, based on the 1976 census, the population is simultaneously disaggregated in 3 regions, 5 urbanization levels, and 5 social sectors. This 2nd part discusses the role of intermediate variables both through the differential analysis of marital fertility and a simulation exercise with the Bongaarts model. An analysis is also made of the trends of general fertility between 1963-1972, estimated through the "own children method." The findings show that the stability of fertility in the country would be the consequence of the fertility rise in the rural areas and its decrease in the urban areas, particularly in the intermediate strata. There is indirect evidence that this decrease would mainly be the result of the growing practice of birth control. The effect of education on fertility would be strongly conditioned by the urbanization level. The higher fertility in the region of "los Llanos" would be the consequence of a higher nuptiality conditioned by the sex composition of internal migrations.

[Separations and divorces in Italy according to the age of the spouses and the duration of marriage (1969-1978)].

"An analysis of judicial separations (1969-1978) and divorces (1971-1978) in Italy is presented...with reference to the duration of marriage and the age of husband and wife, using...data collected by ISTAT (Italian Central Statistical Institute)." It is found that the risk of separation or divorce is greater for shorter marriage durations (3-6 years), for individuals who marry at younger ages, and for marriages performed during World War II. India raises age of marriage.

Under a law which came into effect on October 1, the legal age of marriage has been raised in India to 21 for men and 18 for women, an increase of 3 years from the old minimum. The new law is designed to help slow the population growth rate by deferring parenthood. The Herald Tribune suggests the law may not have much effect. "Just as many of India's 600,000 villages are almost outside the money economy, they are also outside the realm of social legislation dictated from New Delhi".
