This Decree creates a Nicaraguan Women's Institute under the Presidency to replace the Women's Office established by Decree No. 1091 of 28 July 1982. The Institute has the following objectives: a) providing coordination and technical support for the formulation, strengthening, and deepening of the global policy of the Government in its work in creating the foundations for eradicating all forms of oppression and discrimination against women; and b) establishing a new model of social and personal relations in order to achieve the full integration of women in the social life of the country and the solution to their specific problems. To attain this objective, the Institute is to do the following: a) contribute to the definitions and implementation of policies; b) collaborate in the amendment of general policies that still contain elements of discrimination; c) bring an awareness of the situation of women in Nicaragua to governmental and nongovernmental bodies; d) consolidate the presence and participation of the Government of Nicaragua in international organizations and bodies specializing in the conditions of women; and e) to contribute to the harnessing of financial and technical resources for activities, projects, and programs for women. Further provisions of the Decree relate to the administration of the Institute and the activities of its various departments.

The New York State Convicted Offender DNA Databank is the first U.S. lab to complete an internal validation of the TrueAllele expert data review system. TrueAllele is designed to assess short tandem repeat (STR) DNA data based on several key features such as peak height, shape, area, and position relative to a standard ladder and use this information to make accurate allele calls. The software then prioritizes the allele calls based on several user-defined rules. As a result, the user need only review low-quality data. The validation of this system consisted of an extensive optimization phase and a large concordance phase. During optimization, the rule settings were tailored to minimize the amount of high-quality data viewed by the user. In the concordance phase, a large dataset was typed in parallel with the ABI software Gene Scan and Genotyper (manual review) and TrueAllele (automated review) for comparison of allele calls and sample state assignment. Only one significant difference was discovered out of 2048 samples in the concordance study. In this case, TrueAllele revealed a spike in the profile that was interpreted as a DNA peak by the analyst in Genotyper. TrueAllele was designed to focus the review on poor data and to eliminate the need for complete reanalysis technical review. This validation project proved TrueAllele to be dependable for use at the NYS Convicted Offender DNA Databank.
The U.S. Environmental Protection Agency's (EPA) Office of Pesticide Programs (OPP) has the responsibility for regulating antimicrobial products, including sporicides, used to treat and decontaminate inanimate surfaces. In response to the anthrax (Bacillus anthracis) attacks of 2001 and the associated need for verifying the performance of chemicals for building decontamination, the EPA initiated research in late 2003 to evaluate and improve efficacy test methods for sporicides. The OPP Microbiology Laboratory located at the Environmental Science Center, Ft. Meade, MD is the lead laboratory. Through funding provided by EPA's Office of Research and Development (Safe Buildings Program), a collaborative research plan has been established to address several key issues. Research is currently being conducted on 2 fronts: (1) the evaluation of quantitative methodology for assessing the efficacy of sporicides, and (2) the development and comparative testing of selected modifications to improve the AOAC Sporicidal Activity Test (AOAC Method 966.04). Future studies will include the evaluation of candidate surrogates of B. anthracis using a quantitative method, and a multilaboratory validation study of a quantitative method-surrogate combination. The General Referee is serving as the Principal Investigator for all research described in this report, and has the overall responsibility for the technical conduct of the projects. In cases where the General Referee has oversight of projects that involve official collaborative studies and validation support from AOAC INTERNATIONAL, AOAC officials and the Committee Chair will determine the appropriate mechanism for formal study review. The 2003 General Referee report provides the background on the development and direction of the research projects. The preliminary data, general conclusions, next steps, and recommendations are provided in this report.
Problems of perfecting diagnosis of colorectal cancers are discussed with a view to identification of follow-up groups and improvement in methods for X-ray examination and subsequent diagnostic procedures. Double-contrast enema examination should be preferred in those at high risk for cancer of the large bowel. Follow-up groups were identified on the basis of risk factors. Patients' preparation for double-contrast enema including saline and contact purgatives, residue-free diet and hydration is described. The composition of a high-contrast barium suspension is given. The method of primary double-contrast enema, the required projections and other roentgenologic technicalities, which ensure the diagnostic value of the procedure are discussed. Complex syndrome-based roentgeno-endoscopic examination programs are suggested.

The French Committee for Health Education, a private body exclusively funded by the government, has been responsible since 1975 for putting over the national programme of 'prevention' in the field of health. The Committee's nutritional campaigns are described with particular reference to expectant mothers, the use of a card game as part of general nutrition education, the feeding of children from six to 12, the composition of its technical reports, and future projects.
Because of the focus on technical quality, the content of the DEMPAQ performance measures is clinically detailed and oriented toward processes of care relevant to the everyday practice of medicine in the ambulatory setting. This emphasis is crucial if the performance measures are to be useful to practicing physicians.
