"This paper examines the effects of changes in Canadian immigration policy on the occupational composition of immigration. We focus on 1967 changes that created a regulatory system, including the point system, that still forms the framework of Canadian immigration policy. We find that the point system provides some control over occupational composition but that its effectiveness in fine tuning is limited by the large number of other characteristics it seeks to control. We also find that entry class and source country composition of inflow have impacts that have swamped the effects of the point system in the last two decades." (SUMMARY IN FRE)
"Over 190,700 Latin American Dekasegi Nikkeis live currently in Japan. The flow of Dekasegi, or labor migrants, [began] in 1988 and increased dramatically as from 1990 in reaction to new immigration laws in Japan and worsening of economic conditions in Latin American countries. Cultural likeness contributed to attract Nikkeis and their descent to the land of their ancestors. These Dekasegi Nikkeis, especially those coming from Peru, and to a much lesser extent some Bolivians and Paraguayans, have started forming minority ethnic communities bound by cultural networks throughout the country." "The 1986 Immigration Reform and Control Act (IRCA) created two one-time only legalization programs affecting nearly 3 million undocumented immigrants. Legalization has produced important changes among immigrants and in immigration policy. These changes include new patterns of immigrant social and economic adaptation to the United States and new immigrant flows through family ties to IRCA-legalized aliens.... This article combines data from a longitudinal survey of the IRCA-legalized population with qualitative field data on current immigration issues from key informants in eight high-immigration metropolitan areas. It reviews the political evolution and early implementation of legalization, the current socioeconomic position of legalized aliens, and changes in the immigration ¿policy space' resulting from legalization."

"This article reviews the trends and patterns of urbanization and spatial development since 1960 in selected Asian and Pacific developing countries and discusses the main forces underlying the trends. It examines issues such as the speed of urbanization, spatial concentration and appropriate measures to deal with them; the effects of income and differences in sectoral productivity and of population growth; the relative effectiveness of spatial policies; and urban problems and measures to cope with them. It then attempts to preview the likely urbanization trends to the year 2000, highlighting problems associated with rapid urban growth and excessive spatial concentration. Finally, it discusses the various policy approaches to spatial and urban issues."
