Borrowing to build: private money and public welfare.

The process of local government borrowing to finance the capital needs of social services has an impact on both central-local relations and the type of service which can be offered to the citizen-consumer. Based on an examination of these relationships in the United States, the United Kingdom, France, and Italy, it is postulated that different types of central-local relations are dependent on the nature of relations between central government and the investment community. Further, through use of material from a case study of public housing politics in Italy, it is shown how the investment criteria of the so-called "private" sector are transferred to the operations of the public sector through the mechanism of local borrowing. This transferal affects the manner in which social services are conceived and delivered.

Grants to states for construction or acquisition of state home facilities--VA. Final regulations.

The Department of Veterans Affairs (VA) is amending its medical care regulations, Grants to States for Construction or Acquisition of State Home Facilities (38 CFR part 17), to implement section 206 of the Veterans' Benefits and Services Act of 1988 enacted on May 20, 1988. This section changes from July 1 to August 15, the date on which VA will determine the priority of applications for construction or acquisition grants for State Extended Care Facilities for purposes of the priority list. Section 206 also provides the Secretary authority to conditionally approve an application and obligate funds for a grant is the Secretary determines that the State can meet all remaining Federal requirements within 90 days. At the same time, VA is updating the States home grant standards and veteran population of the various States set forth in these regulations. These revisions will assist the States in meeting deadlines for the priority list and subsequent grant awards.

Early input from all sources drives cost down for project.

Declining financial resources will force administrators of hospitals entering construction or other facility acquisition projects to think creatively in putting together such projects. In the following article, the authors show how "partnering," a concept that unites all parties involved in a hospital acquisition project early so that decisions can be made in the most cost-efficient way, worked in constructing a mid-Michigan physician office.

Construction & architects survey. Providers may see lower building bills.

Stagnation in the construction industry could spell increased competition and lower prices for healthcare projects in the next few years. Architects forecast that the number of projects will remain steady despite the soft economy, with continued emphasis on ambulatory-care facilities and critical-care areas. These are among the findings of Modern Healthcare's annual survey of healthcare design and construction.

1997 construction & design survey.

Managed care might seem to be putting a damper on healthcare construction, but in fact it's one of several industry changes creating opportunities for architectural and design firms. One example of a trend toward making surroundings as pleasant as possible is the west campus expansion at East Texas Medical Center in Tyler (left). Designed and built by Ellerbe Becket and completed in 1995, the project, including a nine-story medical office building, features artwork and rooftop gardens.

Facility redesign for your future laboratory requirements.

Laboratories must adapt to rapid changes in equipment technology and fundamental changes in the business of health care. A project begins with the creation of a project team representing the laboratory, administration, facilities, architects, and engineers. Each phase of the project works through the various issues affecting the facility, culminating in documents for the actual construction. Review of the codes, the existing physical facility, and the costs associated with the changes are all important in achieving an efficient laboratory.
