This article addresses the issue of the resistance of European nations to granting unnaturalized citizens the right to vote in local, regional, and national elections. It argues that this political inflexibility contrasts with the economic flexibility these nations demonstrated when they made a call for labor to overseas populations, former colonies, and other countries, and which they exhibit now as they work to modernize production systems in their industries. Because of this lack of political representation, local authorities have proven disinterested in migrants' concerns and migrants have become subjects of the labor market, rather than of the law. Overall "political underdevelopment" will only intensify the turbulence projected for Europe's economy.

"This paper deals with the destination decision of political migrants who, in spite of having strong cultural, ideological and religious ties to a particular potential destination, choose to emigrate elsewhere. The model presented characterizes the migrants, who have a choice of two possible destinations, by two properties, skill level and financial resources, and identifies those that move to each destination. The paper examines various immigration-encouraging policies and shows that although all of them will increase immigration, in some cases the economic quality of the new immigrants will rise and in some it will fall. This paper includes general evidence on the present immigration to Israel and some suggestions for empirical tests."

"In this work an attempt [is] made to model the distributional effects of the brain drain in the recipient country in terms of an inflow of sector-specific skilled labor in a three factor, two goods model. Although only one variant of this model has been examined, it is sufficient to demonstrate its rich potentiality for purposes of immigration policy analysis relative to the traditional model and other modifications in the literature." "This article looks at the relationships among immigration, fertility and mortality to explain the changes that have occurred and will continue to occur in the population of the United States. Emphasis centers on the recent past, the present and the first half of the 21st century. It is pointed out that the nation will undergo major changes in its age and ethnic composition in the near future because of the aging of the baby boom generation and the continued high level of immigration from Latin America and Asia.... In the paper's conclusion, alternative policy options are considered." (SUMMARY IN ENG AND SPA)
"This paper is concerned with how immigration and immigration policy have influenced the economy of the United States. It focuses on the events of the past quarter century, particularly since the enactment of the 1965 Amendments to the Immigration and Nationality Act. It begins with a review of the demographic characteristics of immigrants and how these characteristics have changed over time, in part in response to changes in immigration policy.... This is followed by a discussion of the labor market (economic) characteristics and adjustment of immigrants. The impact of immigrants, particularly low-skilled immigrants, on the level and inequality of income in the economy is explored." (SUMMARY IN ENG AND SPA)
"This article examines the major economic pros and cons of illegal immigration and answers the question: what, if any, are the public and private costs of illegal immigration in the United States? In brief, the article finds that between four and 5.4 million illegal immigrants reside here.... The article also finds that illegal immigrants and their own citizen children cost taxpayers an additional $12 to $16.2 billion annually for education, public services, and incarceration after deducting all local, state, and federal taxes paid in by them. In the private sector, illegal aliens are found to save their employers and owners of capital about $1.5 billion more than U.S. workers lose due to wage depression. The article also considers what legal and enforcement reforms would be necessary to dramatically slow the current flow of 300,000 illegals yearly and concludes that, although improvements in the system are now being proposed, the actual reforms will be insufficient to more than stem the currently rising tide of illegals due to economic instability in Mexico and the Third World."
"A rise in neo-isolationism in the United States has given encouragement to a new fiscal politics of immigration. Growing anti-immigrant sentiment has coalesced with forces of fiscal conservatism to make immigrants an easy target of budget cuts. Limits on legal alien access to social welfare programs that are contained in the 1996 welfare and immigration reform acts seem motivated not so much by a guiding philosophy of what it means to be a member of American society as by a desire to shrink the size of the federal government and to produce a balanced budget. Even more than in the past, the consequence of a shrinking welfare state is to metamorphose legal immigrants from public charges to windfall gains for the federal treasury."
