Unemployment of the educated and emigration of post-secondary graduates from the LDCs.

The author examines the emigration of educated individuals from developing countries and reviews selected approaches to the study of international human capital flows. Attention is then given to two policy issues: the financing of postsecondary education and an international brain drain tax. The following factors are identified as critical in their impact on educated worker migration: "(a) the rigidity or flexibility of the wage in the market for the services of educated labour; (b) the extent of government subsidy (explicit or implicit) of the cost of post-secondary education; (c) the extent of responsiveness of the investment in education to the private return on such investment or its being exogenously controlled by the government; and (d) the type of restrictions (if any) imposed by the receiving industrialized countries on the migration flows from the LDCs." Comments by M. Ali Khan on a previous article by Blomqvist on the subject are also included (pp. 655-6).

Foreign workers in Israel: history and theory.

"Beginning in 1993, Israel began importing large numbers of foreign workers, replacing its traditional Palestinian labor force. This article presents a descriptive history and theoretical analysis of the migration, placing it in the context of Israel's reliance on noncitizen labor from the occupied territories. Dual labor market theory is particularly helpful in analyzing labor migration to Israel, but only by also analyzing the determinants of state policy can we understand how these recent flows began. The Israeli case thus suggests a cumulative model of the initiation of labor migration flows: structural factors create a predisposition toward use of foreign labor, and political factors determine whether and how that predisposition will be actualized."

[Migration trends and geographical dynamics in the labor market].

"This paper analyses [Italian] interregional migration dynamics during the '80s and the implications on labour markets by examining the migrant outline. Then, the most important outlines of each region are synthesized by a multivariate methodology in order to assess the homogeneous behaviours of regions on both demand and supply of labour." Labor force mobility in the United States: migration, unemployment, and remigration.

"This study examines the relationships between pre- and post-move unemployment and interstate migration of the United States labor force for the period 1965 to 1970. Multivariate analyses are conducted for several large occupation groups. The results indicate a strong link between unemployment and migration. Unemployment increases migration possibilities for each large occupation group considered. Substantial post-move unemployment exists, but there is a significant link between migration and such unemployment only for blue-collar workers who are repeat migrants."

International labour migration and uneven regional development in labour exporting countries.

"International labour migration involves 20 million workers from 'middle income' and 'Third World' countries. The article reviews both theoretical propositions and empirical evidence on its effects on regional disparities in labour exporting countries. It shows the variety of ways in which the departure of emigrants affects the uneven development of rural and urban areas there by changing the volume and nature of production as well as welfare conditions. Regional patterns of production and welfare are further modified by the impact of emigrants' remittances and their eventual return."

Illusions and reality in international migration: migration and development in post World War II Greece.

The author analyzes international migration using a case study of Greece, with a focus on the relationship between migration and development in the sending countries. He supports a view of international migration "as a central component of the international political economy--one whose investigation requires a sensitivity to, and intimacy with, the forces operative in the structure and process of the world economy." The role of Greek emigration in the areas of relief and unemployment, capital transfers or remittances, and the social realm is considered. (summary in FRE, SPA)
