Outcomes of a vocational program for persons with AIDS.

Advances in medical treatment combined with changes in the demographics of persons who are becoming infected with autoimmune deficiency syndrome (AIDS) have transformed this illness from a rapidly progressing to a chronically disabling condition in a short period of time. This paper describes the development, implementation, and outcomes of a program of vocational services for persons with AIDS. This program was studied using a single group design, in which participatory action research strategies were used to investigate and improve the program as it unfolded. In addition to examining the overall outcomes of services, the study aimed to discover which components were most helpful to participants and which participants were most likely to benefit from the program. Of 129 participants of who initially enrolled, 39 dropped out before finishing the program. Sixty of the 90 participants who completed the program achieved employment, returned to school, or began a volunteer position or internship. Consequently, the overall success rate was 46.5% and the success rate for program completers was 66.7%. The occupational narrative, which participants told in their initial assessment interview, was closely associated with both program completion and successful outcomes. This association adds support to the importance of narrative for understanding participants and predicting future behavior, as well as for the therapy process.

Vocational rehabilitation for industrially disabled workers.

The role of vocational rehabilitation services, which help to re-employ injured workers, is not well understood in Australia. The rehabilitation counsellor must be able to coordinate a wide variety of resources and to find the best possible socio-economic solution for the worker.

Social Security benefits and supplemental security income; continued payment of benefits to persons in vocational rehabilitation programs--SSA. Interim rule with request for comments.

Section 301 of Pub. L. 96-265, which added sections 225(b) and 1631(a)(6) to the Social Security Act (the Act), requires the Social Security Administration to continue disability benefits under title II or title XVI of the Act to persons whose disability has medically ceased if the person is in an approved vocational rehabilitation (VR) program under a State plan at the time disability medically ceases and we determine that completion of the program, or continuation for a specified period of time, will increase the likelihood that the person will be permanently removed from the disability rolls. Our regulations are now being revised to extend consideration for eligibility under these provisions to all persons who medically recover while in an approved VR program, without regard to whether the person was expected at the outset of the VR program to medically recover before the scheduled completion date of that program. These regulations reflect the decision of the United States Court of Appeals for the Third Circuit in the case of Paskel, et al. v. Heckler, 768 F.2d 540 (3rd Cir. 1985).

Veterans Administration--Veterans education; eligibility for vocational rehabilitation and educational assistance--character of discharge. Final regulations.

The Veterans Administration is amending its regulations concerning eligibility for vocational rehabilitation and educational assistance under chapters 31 and 34, title 38, United States Code. These changes are necessary in order to implement a law enacted October 8, 1977. Most of the changes are of a minor technical nature. The regulatory amendments will implement the provisions of the law.

Vocational rehabilitation of the socially disadvantaged long-term sick: inter-organizational co-operation between welfare state agencies.

Vocational rehabilitation targeted to the socially disadvantaged long-term sick requires that the client keep in touch with a number of welfare state agencies, all of which have different regulations, conflicting goals and various types of benefits. This is an arduous and time-consuming task for clients with medical, social and labour market problems. Many of these clients run the risk of ending up in a no-man's land or being endlessly circulated between agencies because their problems do not correspond to the profile of the typical client. Both government and welfare workers see institutional co-operation between welfare state agencies as the remedy to such problems. This article, which is based on interviews with participants in fourteen cooperating projects, focuses on difficulties and opportunities experienced in such co-operation. It is concluded that such cooperation, when initiated in local settings and supported by local players, is a way of rejuvenating the existing Swedish model.

Questionnaire test-retest reliability: outcome measure of a vocational rehabilitation programme.

In a clinical follow-up case series study, the test-retest reliability of an outcome measure questionnaire was tested. The study group consisted of 48 patients who had taken part in a vocational rehabilitation programme. Test-retest reliability of a questionnaire was evaluated with the reliability index two years after entering the programme. It was found that the test-retest reliability of demographic data was rather good, although the questions concerning basic and occupational training showed instability over time. The answers concerning general health symptoms, mental working capacity and perceived changes in life during the past 12 months showed particularly high variability. The respondents' opinions on their general outlook of life seemed rather stable. Opinions about the perceived benefits from the intervention were marginally stable. The respondents' opinions about the benefits perceived from the physicians' work were more stable than the opinions about the perceived help from the other members of the rehabilitative team. It was concluded that an outcome analysis questionnaire is a useful tool to document the respondents' general and present perception of life and their present health situation as well as the rehabilitation process. The further development of generally applicable outcome measures for health promotion programmes will require unified, long-term efforts.

Armed services vocational aptitude battery predictors of entry-level radiography students' success.

This study assessed the Armed Services Vocational Aptitude Battery (ASVAB) predictors of student success in the diagnostic imaging course at the Air Force's School of Health Care Sciences. Regression analyses provided two significant predictors (p < 0.05) of student success as identified by final grade. Those predictors were the mechanical and electronics scores on the ASVAB. Also, both scores were significantly different (p < 0.05) among those who passed, washed back (passed but required excess time), and disenrolled. Because a significant number of individuals take the ASVAB, entry-level radiography programs should consider using these predictors for admissions decisions.

State Vocational Rehabilitation Services Program. Office of Special Education and Rehabilitative Services, Department of Education. Final regulations.

The Secretary amends the regulations governing the State Vocational Rehabilitation Services Program (VR program) by revising the scope of employment outcomes under the VR program. These regulations redefine the term "employment outcome" (as it applies to the VR program) to mean outcomes in which an individual with a disability works in an integrated setting. This action is necessary to reflect the purpose of Title I of the Rehabilitation Act of 1973, as amended (Act), which is to enable individuals with disabilities who participate in the VR program to achieve an employment outcome in an integrated setting.

Vocational interests of air traffic control personnel.

The interest patterns of air traffic controllers were surveyed for the purposes of a) determining the interests of journeyman controllers, b) determining the relationships of controller interests to those of other occupational groups, c) devising an interest scale for air traffic work, and d) developing a measure for guidance for selection of air traffic specialtites (Terminal, En Route, Flight Service). A total of 787 male controllers from Terminal, En Route, and FSS facilities completed the Strong Vocational Interest Blank, a measure of interest patterns. It was found that none of the existing occupational scales clearly reflected the interest patterns of controllers. An air traffic controller scale was devised which distinguished the air traffic controllers from men in general and from men in other occupations. There were no substantial differences between the interest patterns for the three options; however, it was found that dissatisfied controllers scored lower on the overall air traffic controller scale than did satisfied controllers.

Elimination of sanctions for refusal of vocational rehabilitation services without good cause. Final rule.

We are amending our regulations to remove provisions relating to the imposition of benefit sanctions on account of a beneficiary's refusal of rehabilitation services. We are making these changes to reflect the repeal of sections 222(b) and 1615(c) of the Social Security Act (the Act). Prior to their repeal, these sections of the Act authorized the Commissioner of Social Security to impose sanctions against the benefits of a disabled or blind beneficiary who refused, without good cause, to accept rehabilitation services made available by a State vocational rehabilitation (VR) agency. The Ticket to Work and Work Incentives Improvement Act of 1999 repealed these sections of the Act, effective January 1, 2001. We are amending our regulations by removing rules and related provisions that are obsolete as a result of the repeal of these sections of the Act to conform our regulations to the changes in the statute.

Evaluation of nutritional status of male population from mining vocational schools in the Lublin coal basin.

The basic nutritional mistake in Polish population at considerably rare deficiency of proteins and calories is incorrect composition of diet with the excess of animal fat and carbohydrates. Social and economic changes which influence living conditions result in the change of diet whose trends are not always correct. The problem is the quality of food products, contamination of pollution due to industrialization and the use of chemicals in agriculture, and inadequate proportion in the essential food components or supply of the indispensable trace elements. The other problem is overnutrition leading to obesity which is one of risk factors in civilization diseases (8, 11). The nutritional status depends on the level of education and economic situation of different social groups. It is expected that among the pupils of vocational mining schools who usually come from numerous peasant and working class families nutritional mistakes may occur very often. It denotes both malnutrition and incorrect proportion in consumption of proteins, animal fats and carbohydrates. On the other hand, the expected changes in social and economic status due to a good job create new conditions for proper nutrition. An additional factor which should be taken into account are nutritional requirements resulting from specific character of underground work.

[Principles of medical expert testimony regarding adolescents' capacity for practical vocational training and work].

The presented approach to adolescents' vocational guidance is based on the ILO principle that work should conform to psychophysical conditions of the worker which should be evaluated before the beginning of work. In the paper the main health problems influencing the work capability have been discussed. It is suggested that the student, his parents and tutor should be informed about his health impairments, the degree of disability and therapeutic possibilities. The psychophysical features characteristic of the adolescence justify the health protection against occupational exposure to harmful agents as well as the activities, for health education and health promotion at school.

A new approach in vocational rehabilitation in Iceland: preliminary report.

The lack of vocational rehabilitation in Iceland inspired the Janus Rehabilitation initiative in the year 2000. The team currently consists of two occupational therapists, a social worker, a physiotherapist, a psychologist, and a physician. Janus uses resources from local education establishments and is located at the Reykjavík Technical School. A client-centred approach is used, enabling a flexible rehabilitation timeframe. The aim is to help the client back to employment/education. Advantage is taken of the facilities of the school where integration between education and rehabilitation takes place. Forty individuals have been admitted, with a mean time from work of 2.9 years, (range: 0-11 years). Seventeen (43%) have returned to employment/education. Twenty-three of those entering the programme are still on invalidity pension. The Canadian Occupational Performance Measurement (COPM) shows improvement in occupational performance and satisfaction. The Icelandic Quality of Life measurement also shows improvement. The results have been promising. However, a larger group is needed in order to draw clear unequivocal conclusions.

Vocational rehabilitation at Reykjalundur Rehabilitation Center in Iceland.

This article describes a pilot project in specialized vocational rehabilitation program at Reykjalundur Rehabilitation Center in Iceland. It gives a brief historical overview of the development of the program, describes the theoretical frame used and the way the program is designed. Finally, it discusses the results of the program and ways to improve the program.

Developing mental imagery using a digital camera: a study of adult vocational training.

This study was undertaken to explore the use of a digital camera for mental imagery training of a vocational task with two young adult men with Down syndrome. The results indicate that these particular men benefited from the use of a collaborative training process that involved mental imagery for learning a series of photocopying operations. An outline of a mental imagery assessment method is provided along with a description of the training procedures that were used in the study. Mental imagery was taught and rehearsed by means of a Powerpoint computer presentation. Trainers and participants worked collaboratively to complete a task analysis and to take photos of each person performing the operations correctly. Through the use of self-modelling and feed forward, participants were able to learn from observing their own actions and, in particular, to learn from 'successes' that they have not yet had. On the basis of this pilot study, it is proposed that mental imagery training is an important new approach for collaborative training, especially for individuals whose language systems are not well developed. There is a need, however, for further investigation into the role of mental imagery as this relates to memory, self-regulation and metacognition.

Case management in vocational rehabilitation: a case study with promising results.

PURPOSE: The aim of the current study was to investigate whether Case Management and the strengths model could be a successful method in vocational rehabilitation of unemployed people on long term sick leave in Sweden. An additional aim was to further highlight the actual rehabilitation process. MATERIAL AND METHOD: Ten clients, five men and five women aged between 35 and 40, were included in the project. All ten were at the project start both long-term unemployed (2-13 years) and on long term sick leave (2-6 years). The project was evaluated from four perspectives: Quality of life (SF 36), sickness absence, and contact with working life were investigated before and after the project. The rehabilitation process was investigated during and after the project. RESULTS AND CONCLUSION: The result from the study was positive. Of the 10 clients who participated in the project, six have improved their quality of life, seven have a diminished sickness absence and seven have a closer contact to working life after the project than before. With regards to the rehabilitation process, the results here also impart a positive picture. It should be noted, however, that the study is small and not based on a random sample. The results should not be generalized, but recognized instead as a positive indication.

[Psychoanalysis in the advanced vocational training of social workers, Berlin 1930-1933 (Verein Jugendheim)].

The Verein Jugendheim in Berlin-Charlottenburg was a holding organisation of welfare institutions and of training facilities for members of the caring professions. In 1928 it founded a Soziales Institute that offered various courses for advanced vocational training. In those courses depth psychology - mainly represented by the Adlerians, least by the Jungians and increasingly by the Freudians - had a prominent place. The role of the Freudian school was supported by the fact that two staff members of the Jugendheim (Hildegard Buder-Schenck, Ursula Graf [Laessig]) started their analytic training at that time. The main teachers of psychoanalysis at the Institute were Siegfried Bernfeld, Edith Jacobson and Steffi Bornstein; notes take by a student at one of Jacobson's seminars are documented in this paper. In general, in the psychoanalytic courses there seems to have been a shift from academic teaching of theory to case oriented supervision. The presence of psychoanalysis in the training program of the Jugendheim indicates the beginning of an institutional rapprochement between pedagogy or social work and psychoanalysis in Berlin, analogous to earlier developments in Vienna. The rise of the Nazis put a stop to this promising, yet hitherto completely unknown, chapter of history.
