Migration and development: a critical relationship.

"Wide income differentials, the threat of increased illegal immigration from developing countries, and sub-replacement fertility in the developed countries are some reasons for the recent reassessment of the relationship between migration and development.... The model presented in this article proposes different roles for permanent immigrants, contract workers, professional transients, illegal migrants and others according to the stages of modernization of the sending and receiving countries. The model was found consistent with the experiences of Mauritius, Seychelles, Singapore and, to a lesser extent, Malaysia."

Foreign migrant workers in Japan: trends and policies.

"This research note presents data on trends in foreign workers in Japan, and reviews recent policy changes relating to these workers. Trends from 1973-1993 are reviewed and data for recent years include disaggregation by country of origin, residence within Japan, status of residence, illegal workers, and gender."

The guest-worker in Western Europe--an obituary.

The significance of guest workers is examined for six Western European countries. It is found that "the dynamics of the migratory process led to family reunification and settlement, against the original intentions of the workers, employers and states concerned. The recruitment of guest-workers stopped after 1974, but many migrants stayed on, becoming permanent ethnic minorities, in a situation of economic and social crisis. It is argued that guest-worker systems inevitably lead to permanent migration in the long run, and that it is better to plan for orderly settlement through appropriate policies."
