Critical steps for integrating information technology in home care: one agency's experience.

Complying with Medicare PPS mandates that agencies upgrade their information systems to integrate operations, clinical delivery, and billing functions including point-of-care technology. The critical steps of selecting and implementing information systems and components of agency analysis needed prior to employing information technology--are presented in this article. The author uses her agency's experience as a reference point.

BGI-RIS: an integrated information resource and comparative analysis workbench for rice genomics.

Rice is a major food staple for the world's population and serves as a model species in cereal genome research. The Beijing Genomics Institute (BGI) has long been devoting itself to sequencing, information analysis and biological research of the rice and other crop genomes. In order to facilitate the application of the rice genomic information and to provide a foundation for functional and evolutionary studies of other important cereal crops, we implemented our Rice Information System (BGI-RIS), the most up-to-date integrated information resource as well as a workbench for comparative genomic analysis. In addition to comprehensive data from Oryza sativa L. ssp. indica sequenced by BGI, BGI-RIS also hosts carefully curated genome information from Oryza sativa L. ssp. japonica and EST sequences available from other cereal crops. In this resource, sequence contigs of indica (93-11) have been further assembled into Mbp-sized scaffolds and anchored onto the rice chromosomes referenced to physical/genetic markers, cDNAs and BAC-end sequences. We have annotated the rice genomes for gene content, repetitive elements, gene duplications (tandem and segmental) and single nucleotide polymorphisms between rice subspecies. Designed as a basic platform, BGI-RIS presents the sequenced genomes and related information in systematic and graphical ways for the convenience of in-depth comparative studies (http://rise.genomics.org.cn/).

A power information user (PIU) model to promote information integration in Tennessee's public health community.

Observation and immersion in the user community are critical factors in designing and implementing informatics solutions; such practices ensure relevant interventions and promote user acceptance. Libraries can adapt these strategies to developing instruction and outreach. While needs assessment is typically a core facet of library instruction, sustained, iterative assessment underlying the development of user-centered instruction is key to integrating resource use into the workflow. This paper describes the Eskind Biomedical Library's (EBL's) recent work with the Tennessee public health community to articulate a training model centered around developing power information users (PIUs). PIUs are community-based individuals with an advanced understanding of information seeking and resource use and are committed to championing information integration. As model development was informed by observation of PIU workflow and information needs, it also allowed for informal testing of the applicability of assessment via domain immersion in library outreach. Though the number of PIUs involved in the project was small, evaluation indicated that the model was useful for promoting information use in PIU workgroups and that the concept of domain immersion was relevant to library-related projects. Moreover, EBL continues to employ principles of domain understanding inherent in the PIU model to develop further interventions for the public health community and library users.

A UMLS-based method for integrating information databases into an Intranet.

The Internet and the World Wide Web provide today end-users with capabilities to access universally to information in various and heterogeneous databases. The biomedical domain benefits from this new technology, specially for information retrieval by searching and browsing various sites. Nevertheless, end-users may be disoriented by specific ways to access information on different servers. In the framework of an Intranet design and development, we present a method for integrating information databases based on knowledge sources of the UMLS. The method provides designers of a Web site with facilities to implement an easy and homogeneous access to information. The pages are built dynamically and displayed according to a style sheet and their content stored in a database during the design phase. The database also describes the links between pages. Moreover, this organization provides administrators with powerful capabilities to manage Web sites.

Building integrated information systems for chronic care: the California experience.

For over three decades, chronic-care services have been described as fragmented, complex, difficult to access, overlapping, and duplicative in function. Although a number of remedies have been implemented to improve service delivery, little has been written about the potential of integrated information systems (IIS) to serve as a remedy to fragmentation. We begin to address this gap by comparing and contrasting three unique models of chronic-care IIS developed in California to improve service delivery. To analyze the current status of each IIS, we apply six design criteria: (1) the information on programs and services is comprehensive, (2) the system has the capacity to serve the needs of diverse users, (3) the system integrates multiple layers and levels of information, (4) information from multiple sources is standardized and uniform, (5) information can be accessed in a timely manner, and (6) provisions are adequate to meet all requirements for privacy and confidentiality. Although much work remains to be done, there is reason to be optimistic that innovative IIS can contribute to the development of more effective chronic-care delivery systems.

Integrating information for better environmental decisions.

As more is learned about the complex nature and extent of environmental impacts from progressive human disturbance, scientists, policy analysts, decision makers, educators, and communicators are increasingly joining forces to develop strategies for preserving and protecting the environment. The Eco-Informa Foundation is an educational scientific organization dedicated to promoting the collaborative development and sharing of scientific information. The Foundation participated in a recent international conference on environmental informatics through a special symposium on integrating information for better environmental decisions. Presentations focused on four general themes: (1) remote sensing and data interpretation, including through new knowledge management tools; (2) risk assessment and communication, including for radioactively contaminated facilities, introduced biological hazards, and food safety; (3) community involvement in cleanup projects; and (4) environmental education. The general context for related issues, methods and applications, and results and recommendations from those discussions are highlighted here.

An information integration approach to phenomenal causality.

Phenomenal causality was studied by using Michotte's launch event, in which successive motion of two objects evokes an immediate perception that the first motion causes the second. Information integration theory was used to address the complementary issues of invariant perceptual structure and individual differences in phenomenal causality. Three informational cues were varied conjointly: temporal and spatial contiguity of the two motions, and the ratio of their speeds. The dependent measure was a judgment of degree of causality or naturalness. The results showed that individual differences were related to these instruction conditions; the subjects showed five distinctive response patterns. Two were the modal patterns elicited by the instructions, and the others fell in between. The averaging model gave a good account of the data, with meaningful parameter estimates. Individual differences were localized in cue evaluation, whereas their integration into a unified judgment followed an invariant averaging rule. The results allow some reconciliation between Michotte and his critics.

Integrating information literacies into an undergraduate nursing programme.

The development of support for a more research-based approach to care has created the imperative for nursing education to tackle the issue of information literacy. Information literacy means the ability to locate, evaluate and apply information in critical thinking and problem solving. This paper outlines and provides a rationale for a curriculum-integrated information literacy programme, implemented in the pre-registration Bachelor of Nursing course at the University of Wollongong, NSW, Australia. It also describes a multidimensional evaluation process for determining nursing students' growth in cognitive and affective domains. Results of the programme evaluation will be featured in a future paper.

Charting a path for health sciences librarians in an integrated information environment.

Changes in the health information environment present a major challenge to health sciences librarians. To successfully meet this challenge, librarians must apply the concepts of informal, self-directed, lifelong learning to their own carers. The Joint Commission on Accreditation of Healthcare Organizations is creating an integrated information environment in health care organizations. The health sciences librarian brings unique knowledge and skills to this environment. The reference technique, a methodology that closely parallels other problem-solving approaches such as the physician's diagnostic technique, equips librarians with the conceptual skills to develop creative solutions to information management problems. Each health sciences librarian must assume responsibility for extending professional skills and abilities and demonstrating them in the workplace.

[A class of information integration models for the Oppel-Kundt illusion].

Oppel (1860/1861) first described the phenomenon that an equidistantly divided line usually looks longer than an undivided line of equal length (Oppel-Kundt illusion, OKI). The present paper begins with a discussion of the Hering-Kundt hypothesis (HKH) of the OKI. The HKH comprises two assumptions: (1) An assumption concerning the perceptual integration of the length of a single part of the divided line and the number of such parts; (2) an assumption about the psychophysical function of line length. There is no doubt that the HKH is empirically not tenable. However, nothing is known about the validity of the perceptual integration assumption when considered in isolation. It is shown that the HKH can be conceived as a special case of a more general information-integration model. According to this model, the subjective total length of a divided line is equal to the subjective length of one part of the line multiplied by the subjective number of parts. Two experiments with a total of 15 subjects are reported. The model is shown to be valid without any exception. On the background of these results published data on the OKI are re-analyzed, looking at whether they contain information about the psychophysical function for line length. It is shown that certain qualitative aspects of these data are inconsistent with a power function hypothesis while, at the same time, being compatible with a logarithmic (Fechner-) function.

Neural correlates of rule-based and information-integration visual category learning.

An emerging theory of the neurobiology of category learning postulates that there are separate neural systems supporting the learning of categories based on verbalizeable rules (RB) or through implicit information integration (II). The medial temporal lobe (MTL) is thought to play a crucial role in successful RB categorization, whereas the posterior regions of the caudate are hypothesized to support II categorization. Functional neuroimaging was used to assess activity in these systems during category-learning tasks with category structures designed to afford either RB or II learning. Successful RB categorization was associated with relatively increased activity in the anterior MTL. Successful II categorization was associated with increased activity in the caudate body. The dissociation observed with neuroimaging is consistent with the roles of these systems in memory and dissociations reported in patient populations. Convergent evidence from these approaches consistently reinforces the idea of multiple neural systems supporting category learning.

Information integration across saccadic eye movements.

The visual world contains more information than can be perceived in a single glance. Consequently, one's perceptual representation of the environment is built up via the integration of information across saccadic eye movements. The properties of transsaccadic integration were investigated in six experiments. Subjects viewed a random-dot pattern in one fixation, then judged whether a second dot pattern viewed in a subsequent fixation was identical to or different from the first. Interpattern interval, pattern complexity, and pattern displacement were varied in order to determined the duration, capacity, and representational format of transsaccadic memory. The experimental results indicated that transsaccadic memory is an undetailed, limited-capacity, long-lasting memory that is not strictly tied to absolute spatial position. In all these respects it is similar to, and perhaps identical with, visual short-term memory. The implication of these results for theories of perceptual stability across saccades are discussed.

Influenza Virus Database (IVDB): an integrated information resource and analysis platform for influenza virus research.

Frequent outbreaks of highly pathogenic avian influenza and the increasing data available for comparative analysis require a central database specialized in influenza viruses (IVs). We have established the Influenza Virus Database (IVDB) to integrate information and create an analysis platform for genetic, genomic, and phylogenetic studies of the virus. IVDB hosts complete genome sequences of influenza A virus generated by Beijing Institute of Genomics (BIG) and curates all other published IV sequences after expert annotation. Our Q-Filter system classifies and ranks all nucleotide sequences into seven categories according to sequence content and integrity. IVDB provides a series of tools and viewers for comparative analysis of the viral genomes, genes, genetic polymorphisms and phylogenetic relationships. A search system has been developed for users to retrieve a combination of different data types by setting search options. To facilitate analysis of global viral transmission and evolution, the IV Sequence Distribution Tool (IVDT) has been developed to display the worldwide geographic distribution of chosen viral genotypes and to couple genomic data with epidemiological data. The BLAST, multiple sequence alignment and phylogenetic analysis tools were integrated for online data analysis. Furthermore, IVDB offers instant access to pre-computed alignments and polymorphisms of IV genes and proteins, and presents the results as SNP distribution plots and minor allele distributions. Information integration in an area judgment task: effect of aids on children's perceptual judgments.

This study was designed to examine the cognitive processes involved in perceptual judgments of area with the methodology and concepts of Anderson's (1981) information integration theory. The Area = Height + Width rule, which Anderson and Cuneo (1978) showed to be operant in children's judgments, can in fact cover two different processes. Children may make a height judgment and then a length judgment and apply an additive integration operation to both. Alternatively, children may base themselves on the figure outline and estimate total length directly as a function of the distance scanned. Similarly, the multiplicatory integration pattern can result either from applying a multiplicatory operation to separate estimates or from visual exploration of the area bounded by the figure. In the present experiment, the characteristics of the areas of the test figures were modified (perimeter marking, rows of Xs covering the area, etc.) to elicit additive or multiplicatory integration patterns as a function of condition. The findings demonstrate that the second interpretation of both rules is more likely.

The impact of IAIMS on the work of information experts. Integrated Advanced Information Management Systems.

Integrated Advanced Information Management Systems (IAIMS) programs differ but have certain characteristics in common. Technological and organizational integration are universal goals. As integration takes place, what happens to those implementing the vision? A survey of 125 staff members, or information experts, involved in information or informatics at an IAIMS-funded institution was conducted during the last year of the implementation phase. The purpose was to measure the impact of IAIMS on the jobs of those in the library and related service units, and the computing, telecommunications, and health informatics divisions. The researchers used newly developed scales measuring levels of integration (knowledge of and involvement with other departments), customer orientation (focus on the user), and informatedness (changes in the nature of work beyond automation of former routines). Ninety-four percent of respondents indicated that their jobs had changed a great deal; the changes were similar regardless of division. To further investigate the impact of IAIMS on librarians in particular, a separate skills survey was conducted. The IAIMS librarians indicated that technology and training skills are especially needed in the new, integrated environment.

Integrating information across eye fixations in reading: the role of letter and word units.

Eye movements and eye fixations were recorded to study the integration of letter/word information across interword fixations in reading. Two hypotheses were examined. One hypothesis posits that readers obtain effective information from the beginning two or three letters of a parafoveal word. This information facilitates the recognition of the word when it is being fixated. The alternative posits that effective information is obtained from the complete parafoveal word. The results of the present study showed faster reading rates when parafoveal previews comprised complete words than when they comprised beginning letters alone. Furthermore, the usability of parafoveally available partial word information from beginning and ending letters was not affected by small variations in retinal eccentricity. Both findings were taken as evidence that readers gain useful information from all letters of the parafoveally available word and that whole word information, rather than specific letter information, is integrated across interword fixations in reading.

A regional integrated information system to assure maternal-child health services: a progress report.

Priorities for improving the health of our nation include rebuilding the public health infrastructure through increasing assessment, policy development, and assurance capacities in our communities. Capacity building necessitates formalizing and strengthening public health practice linkages to achieve Year 2000 objectives. Determining progress in achieving objectives requires development of public health infrastructure surveillance and data system capabilities. The Tracking Center of Tracking and Outreach Program for St. Louis (TOPS), through unique collaboration among academic and practice partners, laid the foundation for a Regional Integrated Information System (RIIS) by developing a centralized maternal-child health data base for prenatal and pediatric care providers. The RIIS model provides an example of a capacity building system designed to provide public health surveillance, assessment, planning, and evaluation capabilities. AHMII: Agent to Help Microbial Information Integration.

Reproducibility is the key to science. Therefore, the fidelity of organisms, particularly type strains, used in molecular biology must be authenticated before embarking on a series of experiments. In the case of microbes the authentic strain can be obtained from a culture collection. However, tracking down a culture collection that possesses the strain can be an arduous task. With this in mind we have developed a one-stop search engine for bacteria, fungi, yeasts and cell lines that indicates which collections carry the strain of interest. The search agent is named Agent to Help Microbial Information Integration (AHMII) and the URL address is http://www.wdcm.org/AHMII/ahmii.html.
