Value-oriented parameters in migration policies in the 1990s: the Israeli experience.

"This article focuses on value inputs at various junctures of the immigrant-absorption process in Israel and their possible implications for the future of the immigrants.... The model of value inputs of the 1990s suggests several directions in which absorption policy may head....One such direction is dominant in other immigration countries: the integration of the stronger immigrants--those whose ability to function in modern Western society is high--is left to market forces.... Another possible paradigm of absorption is one in which the government intervenes selectively to help especially disadvantaged groups....A third orientation depends on the immigration trend. If immigration tapers off, the government will intervene more intensively and extensively in the integration of the 1990s immigrants, particularly at the municipal level." (SUMMARY IN FRE AND SPA)

[Continuities and changes in Swiss migration policy].

"In May 1991 the Swiss Federal Government...submitted to the Parliament some proposals aiming at reshaping the immigration policy. In this article, we give an overview of the current re-organisation of policy, we analyse the underlying logic of the adopted measures as well as their possible consequences, and we try to show how the policy towards foreigners interferes with the policy towards refugees and asylum-seekers. We describe the political and economic motivations behind the changes in policy.... We show how immigration policy and asylum policy have become gradually incompatible.... The contradiction is obvious in three aspects of the current policy: the ethnic selection, the selection according to occupations, and the legitimation of the selection." (SUMMARY IN ENG)

Migration in the urban-rural hierarchy of China: insights from the microdata of the 1987 National Survey.

Microdata from the 1987 National Population Survey are used to analyze internal migration in China in the 1980s. The focus is on the impact of migration policies on rural-urban migration. "There are two main findings. First, although the migration policy resulted in a very low migration level and systematic distortions in migration schedules, its encouragement of downward migrations was very ineffective, whereas its control on rural-to-urban migrations was partially weakened by the strong upward aspirations of rural families awakened by recent economic reform. Consequently, net in-migration contributed substantially to the growth both of city and of town populations. Second, although the level of education had a strong positive effect on the migration propensities both of males and of females in general, it had a strong negative effect on the migration propensities of females at the time of marriage, a finding which suggests that the families at subsistence income level tended to marry their daughters to grooms in other communities in order to reduce the risk of familial income shortfalls."
