New waves, new problems--use of CD-ROM MEDLINE in the Medical Library of the National University of Singapore.

In the rapid development of optical disc technology, compact disc read-only-memory (CD-ROM) is gaining popularity as a reference tool. The National University of Singapore Medical Library (NUSML) is the first special library of the University Library System to introduce CD-ROM technology by setting up of the MEDLINE on CD-ROM system to complement its reference and information services since February 1989. The experiences of the Library is setting up the system and feedback obtained from end users through a questionnaire survey are presented in this paper. The success of the implementation of the new services has also given rise to new problems which have implications on library user education programmes, manpower planning, collection development and system security.

Biomedical periodicals in Nigerian Medical Libraries: the medical librarian's dilemma.

The Nigerian medical librarian has an uphill task in his effort to satisfy the journal needs of users of his library. His problems stem from difficulties in the selection and acquisition of journals, delay in postal services, budgetary and other administrative controls, and the changing nature of medical education and health-care services in Nigeria. The librarian's attempts to solve these problems include increased subscriptions to journals and use of interlibrary loans, but the absence of union lists of holdings of other libraries, the heavy cost of photocopying services, and poor postal facilities present another dimension to his problems. Eventually his best solution seems to lie in the establishment of a national center for "least used" journals to serve as a source stock for the country's medical libraries.

The NEOUCOM Cooperative Cataloging Service: development and review of the first four years.

The Basic Medical Sciences Library of the Northeastern Ohio Universities College of Medicine (NEOUCOM) provided a Cooperative Cataloging Service to fourteen of its affiliated hospitals' libraries since March 1978, using the OCLC system. Analysis of the first four years of service showed that the hospital libraries spent almost $30,000 to catalog more than 18,000 titles. Personnel expenses and other costs eclipsed the savings from a 31.3% duplication rate. Centralized bibliographic control control and the principal by-product of the service, a uniform, machine-related data base, provided the foundation for an on-line integrated library system to serve the consortium. The hospital libraries contributed 44% of the unique titles in this data base, which emphasis the need to share resources and continue cooperation.

The librarian's life, scholarship and librarianship.

Librarians must be more than custodians of the record or merely managers of information services if they are to understand their role and to participate in the life of scholarship. There are many approaches to this understanding including the historical, the social, the psychological and the epistemological. It can also be sought through a study of the sociology of knowledge and a study of the ways in which changes in communication technology in writing and printing have impacted on scholarship in the past. This may also provide us with the means of preparing for the impact of new computer technology on the scholarship of the future.

The necessity for a collection development policy statement.

The heart of the library lies in its collections, and collections have to be built continuously. Budgetary constraints perforce stress the need for better defined collection development policy, although the ultimate goal should be an improvement of library service rather than any reduction of library cost. A written collection development policy facilitates a consistent and balanced growth of library resources, and a dynamic policy is one that evolves as the institution grows. Such a policy is based on the understanding of the needs of the community it serves and seeks to define and delimit the goals and objectives of the institution. A collection development statement is not a substitute for book selection; it charts the forest but does not plant the trees. It should be used as a guidepost, not a crutch. Book selection requires judgment and the courage to choose. A sound collection development policy, on the other hand, provides the necessary rational without which a collection may grow amoebalike, by means of pseudopodia.

Primary journal selection using citations from an indexing service journal: a method and example from nursing literature.

Although serial literature is extremely important to a library collection, it is also the source of many problems. Specialty journal selection is difficult, particularly for the librarian of a small or intermediate-size library that is not in a position to develop or maintain an exhaustive or inclusive collection in a particular field or discipline. Steadily increasing journal costs and recent economic trends necessitate establishment or reexamination of a periodical collection policy. In this investigation, the technique used analyzes citations assigned to medical subject headings (MeSH) and subheadings by indexers who prepare the MEDLARS data base. Citations have been retrieved by exploiting the on-line nature of the MEDLARS data base. A four-year time period is used to identify specialty journals in the area of nursing. Results given include a separate rank-order listing arranged by decreasing frequency of productivity for each MeSH term searched. A composite listing is given for the 16,355 unique citations retrieved. The approach illustrated and data presented may be useful in establishing library policy for questions of periodical subscription and setting of priorities for binding and microform purchases. The purpose of the approach described is to predict collection demand with efficiency and economy.

Lamination of fragile documents as preliminary intervention to aqueous mass deacidification. A study on reversibility effects.

Paper lamination is a widely known method to consolidate fragile and brittle documents. Since the loss of mechanical strength of paper documents is almost completely due to their acidity, the procedure generally adopted by restorers consists of an aqueous treatment of deacidification followed by consolidation. The drawback of this method is due to the loss of paper fragments during the deacidification step, that must be therefore accurately controlled. Some preliminary experiments showed that a better and faster practice would be the lamination of paper documents with a water-resistant sheet before their immersion in the deacidification bath. The aim of this work is to evaluate the permeability, chemical stability and reversibility of the lamination sheets coated with two commercially available acrylic resins. From both gravimetric and FTIR analyses it appeared that slight modifications of the acrylic monomers led to different properties, and this behaviour can be exploited to improve the properties of lamination sheets in order to set up a reliable method of aqueous mass deacidification.

On-line serials collection analysis.

A design for an on-line serials decision-making and collection analysis system is proposed. It is composed of four basic components: citation data, conventional serial records data, utility/cost ratio compilation and journal ranking techniques, and user interface software. The system would have the ability to respond specifically to user interest profiles and to integrate locally generated data. It is postulated that such a system is capable of satisfactorily resolving the major criticisms of the use of citation data for selection purposes: that libraries are diverse in their interests and that no aggregate list can be more than generally relevant; that the inclusion of cost data is essential and that citation ranking without regard to cost can be misleading; and that other relevant data should be considered as well.

Information medicine and its primary functions of exploitation of medical resources.

The aim of this paper is to continue the discussion on the defects of the structures of medical resources and their applicability at the present time, and then to design the qualitative networklike subsystem of the new research Quantitatively Medicine Simulating and Operating by Computer (QMSOC) and a five-library model of the new knowledge-base of QMSOC. Finally, a set of results from the primary functions of exploitation of pancreas-glucagon-insulin information by QMSOC are presented.

Some practical observations on the writing, implementation, and revision of collection development policy.

This paper was conceived in the context of the "RTSD Guidelines for the Formulation of Collection Development Policies." It describes fundamental qualities of policy applicable to all kinds of libraries and recommends a step-by-step process leading to the successful realization of policy planning. Placing an emphasis on the values of the process itself, the paper also suggests implications for collection development personnel and for the library as an organization, when a working policy is adopted.
