The new illegal immigration in Japan, 1980-1992.

"This article presents some of the latest available figures on illegal immigration in Japan, a process that did not assume significant proportions until the mid-1980s. It also discusses briefly the latest developments around 'immigration' policy--more precisely, the law on the entry and exit of aliens."

[Brief notes on the evolution of the legal position of immigrants from outside the European Community in Italy in 1995-1996].

"In 1995/96 Italian immigration decrees on the legal status of non-EC citizens have maintained a confused and, in some cases, an unconstitutional character. Government decree n.489/November 1995, issued on the grounds of an alleged emergency, did not succeed in regulating incoming flows for seasonal work and enforcing restrictive measures on illegal immigration. Hopefully, it will manage to clear the position of 250,000 illegal entries. This latter provision is likely to prove a further incentive for illegal immigrants, the...opposite of what the government had in mind." (SUMMARY IN ENG AND FRE)

Continuity and change in Canada's unemployment-immigration linkage (1946-1993).

"Between 1946 and 1976, variation in unemployment rates strongly affected the number of immigrants allowed into Canada. Implementation of the Immigration Act of 1976 should have weakened the effect of unemployment on immigration, for the Act requires that immigration levels be set after consideration of demographic as well as labour market conditions. Our analysis shows the unemployment-immigration linkage actually strengthened after 1978, and only weakened significantly after 1989. Since the government's annual immigration projections are excellent predictors of immigration landings, we conclude the Canadian state is highly capable of controlling immigration levels and thus the tightening of the unemployment-immigration linkage from 1978 to 1989 reflected the choice of regulators. Discussing future research in this area, we argue that if the immigration policymaking process was not restructured in the late 1980s, an adequate model of state-society relations in this area must account for both continuity and change. However, if the process was restructured, a revised or new theoretical framework is needed." (SUMMARY IN FRE)

"The authors study the phenomenon of illegal immigration in France. After a brief outline of its present situation and dimension, they analyse the political significance of illegal manpower, arriving especially from Africa, Spain and Portugal. "Particular attention is given to government policies oriented at curbing the entry of illegal migrants." (summary in ENG)

[A neoclassical four-sector model for estimating the structural effects of liberalization of the labor market].

"This paper describes the basic set-up of a macroeconomic model disaggregated into 4 sectors. The purpose of the model is to analyze the structural effects of immigration policy. In a first section, the working of the model is illustrated by computing multipliers for various exogenous changes. In particular, the sensitivity of the multipliers with respect to the parameter values is discussed. The next section deals with the incorporation of the labour market and presents some simulation results based on theoretically plausible parameter values." The geographical focus is on Switzerland.
