"This article begins with the view that access to citizenship and to citizenship rights has become the principal object of struggle between immigrants and the rest of society in Western Europe.... In examining ten recurring themes of current debates on immigration and citizenship, the author hopes to summarise and critically examine the main arguments. The article also tries to show that arguments against the extension of rights to immigrants generally give priority to collective rather than individual rights. In this way, human rights violations towards immigrants are sanctioned (and sometimes even recommended) by socialist and conservative writers alike.... This article concentrates on themes relating to the acquisition of citizenship in the metropolitan state by immigrants from the former colonies." (SUMMARY IN FRE AND SPA)

"This paper outlines European trends in immigration and national policy regimes, focusing in particular on the social rights of established immigrants; part three looks at recent European transnational measures--mostly inspired by the 1992 initiative. Finally some of the implications of 1992 for immigrants in Europe are explored."
"This paper explores the development of a so-called asylum 'buffer zone' around the eastern frontiers of the west European region as a result of the Schengen, EU and EFTA member states' introduction of more restrictive asylum policies during the first half of the 1990s. Restrictive policies in western Europe are forcing central and east European states into a 'buffer role', obliging them to absorb asylum-seekers who fail to gain entry into western Europe and/or restrict asylum-seekers' access to the borders of potential 'receiving' states. In addition to examining the mechanisms by which this 'buffer zone' is developing and questioning what it might mean for future asylum trends and policies in Europe, the paper considers the wider questions raised by this development in relation to the changing geopolitical landscape of Europe, particularly in relation to the changing political and security relations between western, central and eastern Europe and the former Soviet Union."

"Germany's new gastarbeiter policy is evaluated in the context of a long tradition of labour recruitment, particularly the last period of active recruitment abroad (1955-1973). The policy's characteristic features (of permission to stay being dependent on a work permit; this being limited to a certain period and linked to the requirements of a specific employer) [imply] that the gastarbeiter regime is a low cost means of increasing flexibility in cases of regional and/or sectoral bottlenecks in the employment system as well as a way of ¿exporting' problems.... The mounting employment crisis in Germany has prompted the German government repeatedly to take advantage of provisions to restrict the conventions on labour movement."

Parallel to the influx of asylum seekers during the 1980s, xenophobic tendencies have been witnessed in certain Western European countries. While directed at all foreigners, these tendencies sometimes have led to restrictive practices or methods which include both denying that asylum seekers qualify as refugees, so they may be sent home more easily, and shifting the responsibility for examining asylum claims to other countries. An analysis of the increasingly restrictive practices regarding the granting of asylum and the concept of a refugee is a complicated task, which requires a detailed investigation of the jurisprudence in a number of countries. This article, however, will not concentrate on an analysis of jurisprudence regarding asylum but rather on the tendency of various states to shift the responsibility for examining asylum requests to another country.
