Interpreting legislative voting patterns on health issues: a method and rationale.

Crucial decisions affecting the health field are increasingly being made in the political arena. To interpret and effectively influence these political events, the health specialist must become acquainted with the political decision maker's perspective on health issues. This report presents a method for analyzing legislative voting patterns to determine the issue structure within which health-related legislative decisions are made. Once this issue structure has been determined for a given legislative body, relevant strategies for influencing the decision-making process can be designed.

[Establishing prevention in federal legislation].

History and present situation of legislation on the cantonal and federal levels are briefly discussed. Special attention is given to the planned federal law on prevention which should provide a frame for various measures aiming at primary prevention of illnesses and accidents.

Food and Drug Administration regulation of medical device biotechnology, and food and food additive biotechnology.

The Food and Drug Administration (FDA) is facing a flurry of new products coming to market over the next few years that will be based on biotechnology. The agency will have to deal with state-of-the-art drugs and devices utilizing biotechnology as the developmental base. Also, many universities and companies are exploring the potential uses of biotechnology in developing new foods and food additives. This article will examine how the FDA is presently regulating medical device, and food and food additive biotechnology and the challenges confronting the agency in these areas in the future.

The position of the analyst as expert: yesterday and today.

The interrelation between law and analytical chemistry 150 years ago is outlined, showing that similar problems to today already existed at that time. Examples of present-day cases of judicial investigations are given and consequences for the duty of the analytical chemist are discussed.
