Skilled Hong Kong immigrants' intention to repatriate.

"An emphasis on skills in Australian immigration policy in the past decade has led to the increase of highly skilled Hong Kong immigrants. However, Australia has not been able to retain all of them.... This paper reports the results of an in-depth study on intention to repatriate and work in Hong Kong, conducted in Australia with 111 professional and managerial Hong Kong immigrants. Correlational and loglinear analyses on prediction of such an intention are presented. Research findings on the career-family dilemma experienced by a number of immigrants are likewise discussed."

Migration and development: implications and recommendations for policy.

"The conventional wisdom on the relationship between migration and development in the Caribbean Basin can be summarized in two propositions: that migration from the region to the United States is an 'escape valve,' benefitting the sending countries; and that development reduces the pressures for migration. This article examines both propositions and concludes they are misleading or inaccurate. Emigration costs the sending countries in serious ways and often impedes development. Secondly, development does not stem migration; in the short-term, rapid development is more likely to exacerbate the pressures of migration than to reduce those pressures. Besides analyzing the relationship between migration and development in the Caribbean Basin, this article offers development proposals to reduce pressures leading to migration and enhance the positive effects of migration on development."

Provincial variation of urbanization and urban primacy in China.

Provincial variations in urbanization and urban primacy in China are analyzed for 1978 using factor analysis and regression techniques. The authors suggest that government policies have not only led to a relatively low level of urbanization but are also responsible for many of the regional differences observed. It is concluded that "low urban primacy in the eastern provinces is mainly the result of the urbanization policy of controlling the development of large cities that favours the development of small and medium cities. The spatial industrial policy of decentralizing industries from the coastal provinces to interior provinces encouraged high urbanization and urban primacy in the western interior provinces of China."

The British who are not British and the immigration policies that are not: the case of Hong Kong.

"While 'closed-door' immigration policies are adopted by most countries, 'exceptionalist' legislation is often made to permit entry of special immigrant groups. An example is the British Nationality (Hong Kong) Act 1990, which was passed in the run-up to the change in sovereignty of Hong Kong in 1997. Britain's increasingly restrictive immigration policies prior to 1990 [have] resulted in the majority of Hong Kong citizens having British nationality (as British Dependent Territories citizens) but without the right of abode in the U.K. The 1990 Act conferred full British citizenship status on 50,000 heads of households in Hong Kong." The authors conclude that "in a world of marked global inequalities, immigration pressure will become even more extreme and is likely to produce an increasing number of cases of exceptionalist immigration legislation in countries with both ¿open' and 'closed'-door policies.'

Determinants of Soviet emigration policies.

"The object of this paper is the presentation and analysis of the political values that are expressed in Soviet emigration policy. Underlying this is an attempt to discern points of change in these values, in particular through the post-World War II history of the USSR. Our concluding point will be the new law on entry and exit from the USSR, pending before the Supreme Soviet [in 1991] with its passage promised in the nearest future." The study covers the period from the 1920s to the present.
