Promoting U.S. census data in an academic environment: opportunities and challenges.

"The library at Montana State University, Bozeman...has undertaken structured efforts to promote wider use of census data [in CD-ROM format] among the university community. Several workshops and instructional sessions are described...[and] handouts for some sessions are included. These...activities are described in the context of budgetary and service issues faced by libraries providing access to census data in electronic formats.... The success of these efforts is assessed, and libraries' response to new expectations for service is also discussed."

The generation of spatial population distributions from census centroid data.

"Census data are commonly used in geographical analysis and to inform planning purposes, though at the disaggregate level the basis of enumeration poses difficulties. In this paper an approach to surface generation is described that offers the prospect of revealing an underlying population distribution from centroid-based data which is independent of zonal geography. It is suggested that this can serve a wide variety of analytical, cartographic, and policy purposes, including the creation of spatial indicators of economic and social conditions and enhancing the value of census data. The approach is illustrated by reference to an analysis of part of the valleys of South Wales, in the United Kingdom."

Visualizing changing social structure from a census.

"In this paper it is shown how new visualization techniques are being used to analyze the first results of the British 1991 Census and other large data sets." The focus is on new ways to show how localities develop over time. The author suggests that this cannot be done effectively using traditional quantitative techniques. "Pictures are needed to show how different processes occur in different places, and holistic patterns need also to be seen without generalizing out the detail. Neither traditional thematic mapping nor commercial geographic information systems can do this well. Spatial visualization is an alternative approach in which the researchers choose what they wish to see and how they wish to view it. Many problems require new methods of visualization for their exploration. A new census presents us not only with new statistics, but also with the opportunity and impetus to develop radically different ways of envisioning information to reveal more fully the human facts contained within a mass of social statistics."

Consistent correction of census and vital registration data.

A new procedure is developed for simultaneously and consistently correcting 2 or more censuses and intercensal registered births and deaths. The procedure begins with a set of preliminary correction factors, which are not necessarily consistent. It then uses the mathematics of finite-dimensional vector spaces to derive an optimal set of final consistent correction factors. The optimization procedure is based on the principle that there exists in a hyperplane a unique point of minimum distance from a fixed point not in the hyperplane. For purposes of illustration, the procedure is applied to the censuses of 1970, 1975, and 1980 and intercensal registered births and deaths for the periods 1970-1975 and 1975-1980 for the Republic of Korea.

Empirical Bayes estimation of undercount in the decennial census.

Empirical Bayes methods are used to estimate the extent of the undercount at the local level in the 1980 U.S. census. "Grouping of like subareas from areas such as states, counties, and so on into strata is a useful way of reducing the variance of undercount estimators. By modeling the subareas within a stratum to have a common mean and variances inversely proportional to their census counts, and by taking into account sampling of the areas (e.g., by dual-system estimation), empirical Bayes estimators that compromise between the (weighted) stratum average and the sample value can be constructed. The amount of compromise is shown to depend on the relative importance of stratum variance to sampling variance. These estimators are evaluated at the state level (51 states, including Washington, D.C.) and stratified on race/ethnicity (3 strata) using data from the 1980 postenumeration survey (PEP 3-8, for the noninstitutional population)."

Ethnic results of the 1979 Soviet census.

This article is based on summary results concerning ethnic composition in the USSR according to the 1979 census. "These results...have been rearranged... to reflect not only the ethnic composition of the USSR and of its republics over time (1959, 1970, 1979), but also shifts in the distribution of particular ethnic groups. Furthermore, ethnic groups are discussed in a regional sequence. In combination with the migration tables based on previous results of the 1979 census...some conclusions can be drawn concerning the ethnic makeup of migrants among republics."

Census statistics through combined use of surveys and registers?

"In this paper we present some results from a study [concerning Norway] on the feasibility of producing census statistics through the combined use of surveys and registers. The main finding is that if one is willing to relax a little on the need for accuracy of statistics for 'small' areas, the large majority of the census statistics can be produced by such a combined use of data sources."

[On some problems of the integration of USCRASP and the population census].

"The major problems inherent to the operation, improvement and development of the Unified System for Civil Registration and Administrative Servicing of the Population (USCRASP) over the period of preparation for the integration with the 1985 [Bulgarian] census are discussed.... Analysed are the results from the experiment for solving problems of [organization], software, hardware and [methodology]...with respect to defining the information base of USCRASP and increasing the possibilities [of using] the information of the system in future censuses and sociological surveys." [An adjustment to the age structure of the Italian population in the 1971 census].

"Having verified, in the 1971 [Italian] census, the presence of certain anomalous data for cohorts born in 1900, 1911, 1920, 1924, 1930, 1936, 1940, 1948, 1950 and 1960, we assessed the size of the error and estimated the new population total which emerged both by age and year of birth. The method used [is similar] to more classical methods to correct biases in age structure in previous censuses and in those countries where the data available are somewhat lacking. The adjusted values, referring to Italy as a whole, are contained in the text...." (SUMMARY IN ENG AND FRE)

USSR nationality redistribution by republic, 1979-1989: from published results of the 1989 all-Union census.

"An additional report on the results of the 1989 population census...describes changes in the ethnic composition of Soviet republics and other major regions (e.g., Siberia), as well as changes in the spatial distribution of the country's major ethnic groups. Data from the major 1989 Goskomstat source publication are refined and supplemented by information from more recent sources. Coverage is in a format similar to the reported ethnic results of the 1979 population census...to facilitate comparability."

Census-based approaches for studying aggregate changes in characteristics of the elderly.

"This article illustrates a few simple techniques and approaches for using census data on the elderly more completely." The authors find that "by fully exploiting census and similar data, it is possible for analysts to gain insights about the future composition of the elderly, the changing status of the elderly in relation to younger groups, and the rate at which key cohorts are changing in various characteristics." The geographical focus is on developing countries.

[A measure to evaluate estimates from the population census].

"A measure of efficiency loss for the precision of estimates implied by sampling fractions reduction is described here....A study of the sampling fractions needed to guarantee a given precision level to estimate characteristics...is also performed. An application of the methodology suggested is included. The example is based on household characteristics investigated in [Brazil's]... Census of 1980, with estimates published at a county level and for the set of alternative sampling fractions for the 1990... Census." (SUMMARY IN ENG)

[Making census data accessible to local users in the public and private sectors].

The authors outline ways in which government statistical offices can make census data available to local public- and private-sector users. Several computer programs, including REDATAM-Plus and Geographical Information Systems, are discussed. "The successful implementation of the use of the census data at the local level will require that...national agencies facilitate the institutionalization of technology transfer by providing, among other things, technical support, training at a distance, data and cartography standards, and solutions to data protection issues." The geographical focus is on Latin America and the Caribbean. (SUMMARY IN ENG)
