[Christmas seals].

Christmas seals, i. e., special stamps used to decorate or seal Christmas and New Year's mail, were created by the Danish post office clerk E. Holboell. The proceeds from the sale of the stickers were meant to alleviate the suffering of children sick with tuberculosis. The first Christmas seal, showing a portrait of Queen Louise of Denmark, was issued on December 10, 1904. The demand at the post office was enormous. The funds raised exceeded all expectations and made it possible to finance the construction of a sanatorium for tuberculosis children. The idea of Christmas seals spread quickly around the world and ended up being copied in 130 countries. At the beginning of the 20 (th) century, the small stamp with the red double-barred cross became a banner for the crusade against tuberculosis. For many patients, it also represented a symbol of hope for recovery even though this hope, given the cure rates of a sanatorium treatment, only became a reality for a few. Worldwide, Christmas seals were and are colourful and imaginatively designed, mostly with Christmas symbols or motives relating to the fight against tuberculosis. The funds raised through the sale of the seals initially helped to build hospitals and were later also used to screen persons at risk for tuberculosis, to improve housing conditions of patients and for other measures of support. With the decrease of tuberculosis, some organisations discontinued fundraising through Christmas seals while others widened their intended purpose and supported, for example, the prevention of and research on lung diseases. In Germany, Christmas seals are closely connected with the German Central Committee against Tuberculosis. Today the "Kuratorium Tuberkulose in der Welt" is the only organisation in this country that still raises funds by this means. The funds are mostly used to assist developing countries with a high burden of tuberculosis.

Housing improvement projects in Indonesia: responding to local demand.

For more than three decades, environmental health programmes in Indonesia have emphasized prevention and treatment of the high incidence of disease among villagers. One of the main causes of disease is the unhygienic conditions of typical rural houses - two-room constructions with dirt floors and walls of lightly fired bricks or woven bamboo skins. While most houses have few or no windows, the occupants frequently cook, eat, sleep and even keep animals in a single room. The main objective of the housing improvement programme was to improve air circulation and introduce more sunlight to kill bacteria, avoid dampness and eliminate smoke from cooking. The programme encourages villagers to construct a permanent floor, enlarge existing windows or insert new windows for good ventilation. This presentation will share the 'success stories' of housing improvement projects in Indonesia that adopted demand-responsive approaches instead of the conventional 'supply approach'. Through exercises like Wealth Classification and Social Mapping, a demand-responsive approach lets the community decide who is eligible for assistance, resulting in higher participation and accurate information on community demand and on materials needed. In addition to the successes, the failures will be discussed at field level. This presentation will discuss the lessons learned from: the World Bank-funded Kalisemut Case Study; government's Family Welfare Movement; Plan International's project in Yogyakarta, and AusAID-funded Sustainable Development through Community Participation Project in Lombok.

Tax-exempt hospital financing: revenue bonds.

When a hospital must issue a tax-exempt bond, it can influence the net interest cost by instituting in advance both risk reduction methods and cash flow adequacy measures. Hospital managers should consider when initiating projects that will impact on cash flow and revenue as well as in creating the accompanying financing package.

Objective obstacles in hiring disabled persons -- the employers' point of view.

In the comprehensive rehabilitation process, one of the most accepted criteria for success or failure is the suitable placement of the client in the open employment market. The present study examined employer's attitudes toward hiring disabled persons. The sample consisted of 233 employers in the public and private sectors of the Israeli economy, and the method entailed interviewing each employer about his attitudes toward the risks of employing disabled persons, his actual hiring practices, and his expected response to financial aid for surmounting technical obstacles (architectural barriers and inappropriate work methods and tools). Interpretation of the results indicated that employers' reluctance to hire disabled employees was often explained by the existence of technical obstacles. However, when the possibility of financial aid for eliminating these obstacles was proposed, the employers responded with reservation. Although Israeli has mandated legislation requiring the employment of disabled war veterans, not all employers were aware of this, and almost half of those who were did not employ disabled persons. Evidently, legislation does not suffice in order to ensure actual hiring of disabled persons. In order to increase compliance with the law, and to encourage hiring of disabled persons who are not war veterans, it was suggested that more information be provided to the employers on the possibilities of employing disabled persons, with emphasis placed on the positive aspects of the disabled worker's true potential. Additional methods that should be applied to encourage employment include appropriate vocational training of disabled persons themselves and demonstration before the employers of the practical conditions under which successful employment is possible.
