A historical context of municipal solid waste management in the United States.

Municipal solid waste management (MSWM) in the United States is a system comprised of regulatory, administrative, market, technology, and social subcomponents, and can only be understood in the context of its historical evolution. American cities lacked organized public works for street cleaning, refuse collection, water treatment, and human waste removal until the early 1800s. Recurrent epidemics forced efforts to improve public health and the environment. The belief in anticontagionism led to the construction of water treatment and sewerage works during the nineteenth century, by sanitary engineers working for regional public health authorities. This infrastructure was capital intensive and required regional institutions to finance and administer it. By the time attention turned to solid waste management in the 1880s, funding was not available for a regional infrastructure. Thus, solid waste management was established as a local responsibility, centred on nearby municipal dumps. George Waring of New York City organized solid waste management around engineering unit operations; including street sweeping, refuse collection, transportation, resource recovery and disposal. This approach was adopted nationwide, and was managed by City Departments of Sanitation. Innovations such as the introduction of trucks, motorized street sweepers, incineration, and sanitary landfill were developed in the following decades. The Resource Conservation and Recovery Act of 1976 (RCRA), is the defining legislation for MSWM practice in America today. It forced the closure of open dumps nationwide, and required regional planning for MSWM. The closure of municipal dumps caused a 'garbage crisis' in the late 1980s and early 1990s. Private companies assumed an expanded role in MSWM through regional facilities that required the transportation of MSW across state lines. These transboundary movements of MSW created the issue of flow control, in which the US Supreme Court affirmed the protection of garbage under the Commerce Clause of the Constitution. Thus MSWM in America today is largely managed by municipalities, and operated by a relatively small number of private companies. It consists of a mixture of landfill, incineration, recycling, and composting, and is regulated under RCRA, the Clean Air Act and other related federal and state laws.

Demographic and parasitic infection status of schoolchildren and sanitary conditions of schools in Sanliurfa, Turkey.

BACKGROUND: The design and development of school health programmes will require information at demographic characteristics of schoolchildren and the major health burdens of the school-age group, the opportunities for intervention and the appropriateness of the available infrastructure. This study aims to analyse demographic and parasitic infections status of schoolchildren and sanitary conditions of schools in Sanliurfa province of south-eastern Turkey. METHOD: Three primary schools were randomly selected in the shantytown, apartment and rural districts. A total of 1820 schoolchildren between 7-14 years age were took part to the survey of whom 1120 (61.5%) were boys and 700 (38.4%) were girls. A child form (including child's name, sex, age, school grade and parasitic infections) and school survey form (including condition of water supply, condition of latrines, presence of soaps on the basins and presence of garbage piles around to the schools) were used for demographic, parasitic and sanitary surveys. Stool samples were examined by cellophane thick smear technique for the eggs of intestinal helminths. RESULTS: The demographic survey showed that number of schoolchildren was gradually decreased as their age's increase in shantytown school. The sex ratio was proportional until the second grade, after which the number of females gradually decreased in children in shantytown and rural schools while, in apartment area, schoolchildren was proportionally distributed between age groups and gender even the high-grade students. The prevalence of helminthic infections was %77.1 of the schoolchildren in shantytown, 53.2% in apartment district and 53.1% of rural area. Ascaris lumbricoides was the most prevalent species and followed by Trichuris trichiura, Hymenolepis nana and Taenia species in three schools. Sanitation survey indicated that the tap water was limited in shantytown school, toilet's sanitation was poor, available no soaps on lavatories and garbage piles were accumulated around the schools in shantytown and rural area, while, the school in apartment area was well sanitised. CONCLUSIONS: These results indicated that burden of parasitic infections and poor sanitation conditions constituted public health importance among to the shantytown schoolchildren. School health programmes including deworming and sanitation activities through the health education and improvement of sanitation conditions in the schools have a potential to better health and education for schoolchildren. These programmes also offer the potential to reach significant numbers of population in the shantytown schools with high level of absenteeism.

Catabolic insufficiency and aging.

Cellular degradative processes, which include lysosomal (autophagic) and proteasomal degradation, as well as the activity of cytosolic and mitochondrial proteases, provide for a continuous turnover of damaged and obsolete biomolecules and organelles. Inherent insufficiency of these degradative processes results in progressive accumulation within long-lived postmitotic cells of biological "garbage" ("waste" material), such as indigestible protein aggregates, defective mitochondria, and lipofuscin (age pigment), an intralysosomal, polymeric, undegradable material. Intracellular "garbage" is neither completely catabolized, nor exocytosed to any considerable extent. Heavy lipofuscin loading of lysosomes, typical of old age, seems to pronouncedly decrease autophagic potential. As postulated in the mitochondrial-lysosomal axis theory of aging, this occurs on account of the transport of newly synthesized lysosomal enzymes to lipofuscin-loaded lysosomes rather than to active lysosomes/late endosomes, making the enzyme content of autophagolysosomes insufficient for proper degradation. Consequently, the turnover of mitochondria progressively declines, resulting in decreased ATP synthesis and enhanced formation of reactive oxygen species, inducing further mitochondrial damage and additional lipofuscin formation. With advancing age, lipofuscin-loaded lysosomes and defective mitochondria occupy increasingly larger parts of long-lived postmitotic cells, leaving less and less capability for normal turnover and ATP production, finally resulting in cell death.

Comparison of microbial consortia in refuse-derived fuel (RDF) preparations between Japan and Germany.

Refuse-derived fuels (RDF) pellets manufactured in Japan have been reported to contain a relatively high number of viable bacterial cells, and these bacteria generated a large amount of hydrogen gas during fermentation under wet conditions. In this study, we compared hydrogen gas generation from RDF pellets manufactured in Japan and in Germany and found that a large amount of hydrogen gas was generated from the Japanese RDF pellets but not from the German ones. This difference can be explained by the absence and presence of a biodegradation process before molding of raw garbage into RDF pellets. That is, the German process includes a biodegradation (or biological drying) process with forced aeration for a week, and this appears to reduce BOD in the garbage. Denaturing gradient gel electrophoresis analysis of 16S rRNA gene followed by DNA sequencing indicated that microbiotas of the RDF pellets manufactured in Japan and in Germany were very different.

[Muscoid dipterans as helminth eggs mechanical vectors at the zoological garden, Brazil].

OBJECTIVE: To assess muscoid dipterae species who are able to carry helminth eggs and larvae and to evaluate the potential contamination of trapped dipterae. METHODS: The study was conducted in two different sites of the Zoological Garden of Rio de Janeiro from May 1996 to April 1998. Flies were captured weekly using traps containing putrefied fish, left out in the open for an hour at two sites in the zoo: Site 1 was next to the garbage and Site 2 was near the hippopotamus and birds of prey cages. Of the 41,080 flies captured, Chrysomya megacephala was the most representative species (69.34%), followed by Chrysomya albiceps (11.22%), Musca domestica (7.15%), Chrysomya putoria (4.52%), Fannia sp. ( 3.12%), Ophyra sp. ( 2.53%), and Atherigona orientalis (2.08%). Captured flies had their body surface washed out with distilled water and their gut dissected. RESULTS: Among the species studied, C. megacephala and M. domestica presented higher helminth eggs on their body surface and in their intestinal content. Ascaroidea and Trichinelloidea eggs prevailed in the intestinal content of C. megacephala. The helminth eggs found on the body surface and in the intestinal content were identified as Ascaris sp., Toxascaris sp., Toxocara sp., Trichuris sp., Capillaria sp., Oxyuridae, Trichostrongylidae and Acantocephala. Besides eggs it was also found helminth larvae on the body surface of flies. There were significant differences between the two different capture sites related to the number of helminth eggs found on the flies. CONCLUSIONS: Faeces of zoo animals frequently found in their cages and in the zoo garbage contributed to the proliferation of muscoid dipterans who play an important role in spreading helminth eggs, mainly by direct contact of the flies' body with the animals' food.

[Engineering issues of microbial ecology in space agriculture].

Closure of the materials recycle loop for water-foods-oxygen is the primary purpose of space agriculture on Mars and Moon. A microbial ecological system takes a part of agriculture to process our metabolic excreta and inedible biomass and convert them to nutrients and soil substrate for cultivating plants. If we extend the purpose of space agriculture to the creation and control of a healthy and pleasant living environment, we should realize that our human body should not be sterilized but exposed to the appropriate microbial environment. We are proposing a use of hyper-thermophilic aerobic composting microbial ecology in space agriculture. Japan has a broad historical and cultural background on this subject. There had been agriculture that drove a closed loop of materials between consuming cities and farming villages in vicinity. Recent environmental problems regarding garbage collection and processing in towns have motivated home electronics companies to innovate "garbage composting" machines with bacterial technology. Based on those matured technology, together with new insights on microbiology and microbial ecology, we have been developing a conceptual design of space agriculture on Moon and Mars. There are several issues to be answered in order to prove effectiveness of the use of microbial systems in space. 1) Can the recycled nutrients, processed by the hyper-thermal aerobic composting microbial ecology, be formed in the physical and chemical state or configuration, with which plants can uptake those nutrients? A possibility of removing any major components of fertilizer from its recycle loop is another item to be evaluated. 2) What are the merits of forming soil microbial ecology around the root system of plants? This might be the most crucial question. Recent researches exhibit various mutually beneficial relationships among soil microbiota and plants, and symbiotic ecology in composting bacteria. It is essential to understand those features, and define how to conduct preventive maintenance for keeping cultivating soil healthy and productive. 3) Does microbial ecology contribute to building sustainable and expandable human habitation by utilizing the on site extraterrestrial resources? We are assessing technical feasibility of converting regolith to farming soil and structural materials for space agriculture. In the case of Mars habitation, carbon dioxide and a trace amount of nitrogen in atmosphere, and potassium and phosphor in minerals are the sources we consider. Excess oxygen can be accumulated by woods cultivation and their use for lumber. 4) Is the operation of space agriculture robust and safe, if it adopts hyper-thermophilic aerobic microbial ecology? Any ecological system is complex and non-linear, and shows latency and memory effects in its response. It is highly important to understand those features to design and operate space agriculture without falling into the fatal failure. Assessment should be made on the microbial safety and preparation of the preventive measures to eliminate negative elements that would either retard agricultural production or harm the healthy environment. It is worth to mention that such space agriculture would be an effective engineering testbed to solve the global problem on energy and environment. Mars and Moon exploration itself is a good advocate of healthy curiosity expressed by the sustainable civilization of our humankind. We propose to work together towards Mars and Moon with microbial ecology to assure pleasant habitation there.

Tremorgenic mycotoxin intoxication with penitrem A and roquefortine in two dogs.

In this report, we describe the natural intoxication of 2 dogs that consumed moldy dairy products found in the household garbage and the procedures used to identify and quantify the tremorgenic mycotoxins, roquefortine and penitrem A, in the remaining portions of ingested materials. Following the ingestion of mycotoxins, the dogs of our report developed muscle tremors or seizures that resembled clinical signs of strychnine poisoning. Roquefortine was the predominant mycotoxin in a moldy cream cheese wrapper that was found among scattered garbage consumed by the first dog. Penitrem A was the only mycotoxin detected in discarded moldy macaroni and cheese that was consumed by the second dog. Treatment of dogs with tremorgenic mycotoxin intoxication involves supportive care. Close monitoring is important because the development of aspiration pneumonia is common and has been reported as the cause of death. Clinical signs of intoxication gradually resolve within 24 to 48 hours.

Uses and abuses of meta-analysis.

Meta-analysis, the statistical combination of results from several studies to produce a single estimate of the effect of a treatment, continues to attract controversy. We illustrate the potentials and pitfalls of meta-analysis of controlled clinical trials. Cumulative meta-analysis demonstrates that this technique could prevent delays in the introduction of effective treatments. Meta-analyses are, however, liable to numerous biases both at the level of the individual trial ('garbage in, garbage out') and the dissemination of trial results (publication bias). We argue that meta-analysis should be performed only within the framework of systematic reviews--that is, reviews prepared using a systematic approach to minimise bias and address the combinability of studies.

Revitalizing executive information systems.

As the saying goes, "garbage in, garbage out"--and this is as true for executive information systems as for any other computer system. Crockett presents a methodology he has used with clients to help them develop more useful systems that produce higher quality information. The key is to develop performance measures based on critical success factors and stakeholder expectations and then to link them cross functionally to show how progress is being made on strategic goals. Feedback from the executive information system then informs strategy formulation, business plan development, and operational activities.

Meaningful data: ask the right questions at the right times.

"Garbage in equals garbage out" is never more true than when benchmarking with peers. Asking the right questions about your own operation as well as your benchmarking partner's takes some practice. Managers can be trained to interview, maximize the information gathered, and get pertinent facts. Experts say too rigid a focus on "apples to apples" comparisons will cause you to miss opportunities for improvements.

Susceptibility of Musca domestica L. (Diptera: Muscidae) from various breeding sites to commonly used insecticides.

Field strains of house flies, Musca domestica L., from three different breeding sites-garbage dump (IMR), poultry farm (Kundang, Selangor), and agricultural farm (Kampung Batu, Kuala Lumpur), were evaluated against five insecticides. Resistance status of adult female flies was determined using the modified WHO bioassay methods. The WHO susceptibility strain was used as a reference strain for comparison. Flies from the garbage dump and poultry farm were more resistant to the insecticides than the strain from the agricultural farm. Results obtained from bioassay tests were confirmed by in-vitro microenzyme assays of non-specific esterases and glutathione-S-transferases. Significant differences between the esterase levels of WHO and field strains were observed. Levels of glutathion-S-transferases were approximately the same, which may indicate that other enzymes are involved in house fly resistance.

Health hazards to waste management workers in Denmark.

This paper deals with the Danish investigations of garbage recycling workers (GRW) in the beginning of the 90ties. The studies are summarized here showing a wide range of symptoms and diseases, from occupational asthma to gastrointestinal and skin symptoms. From the Danish experiences it seems that under normal circumstances with a good hygiene and use of the proper protective equipment by an educated work force, garbage handling induces a small but significant risk of occupational asthma. The majority of the asthma cases we have experienced in Denmark have been due to a poor perception of the risks related to organic dust exposure. However, there is still an increased prevalence of respiratory symptoms such as chest tightness and toxic alveolitis. Furthermore gastrointestinal and skin symptoms are more frequent among GRW compared to other blue-collar workers.

[Pursuit of economic efficiency in the hospital laboratory--full automatic re-test system of clinical chemistry, hematology, immunology and cost control system].

Further business improvement is requested due to finance-based fluctuation and the influence of the revision in the medical treatment law. Therefore, new laboratories are needed. To achieving this in our hospital, economic efficiency is being pursued. The first issue is the use of space, the second issue is labor-saving. The third issue is the simplification of business procedures. There is individual quality control by the zonal verification method that we developed, as well as the quality control of the batch method using controlled substances. The four issue is cost control. By controlling the delivery and use of reagents and materials including the term of validity control, we made an effort to abolition defective stock. The fifth issue is correspondence to circulation style society. The disposal of laboratory garbage is a major issue. We controlled garbage that occurs unnecessarily. Furthermore, we are improving the demand for reagents that exceeds the specification and use reagent containers.

[Sentinel node detection of patients with breast cancer by radionuclide method: consideration of radiation safety].

Sentinel node was detected by 99mTc labeled nanocolloid in five patients with breast cancer. Surgery of breast cancer was done at 16 hours after the administration of 74 MBq of 99mTc labeled nanocolloid. Sentinel node was searched by scintigraphy prior to surgery and by gamma-probe during surgery. Radioactivity of injected site, sentinel nodes, blood contaminated gauze, and other garbage was measured by GM detector. Radiation to medical staffs was monitored by a pocket radiation detector and film batches. Sentinel nodes were successfully detected both by scintigraphy and gamma-detector. More than 70% of radioactivity remained in the administered site at 16 hours. Small amount of radioactivity was detectable in the sentinel node. Almost no radioactivity was detectable in blood-contaminated gauze and other garbage. Radiation dose to the main surgeon was 4 to 6 microSv per surgery by a pocket radiation detector. Radiation dose to the assistant surgeon was 2 microSv per surgery. Radiation dose by labeling or injection was 0 to 1 microSv per procedure. No detectable radiation was measured by film batches. It is concluded that the detection of sentinel node by 99mTc labeled nanocolloid is a safe procedure from the point of radiation safety consideration.

Musca domestica L D.

Field strains of the house fly (Musca domestica L. Diptera: Muscidae) were collected in April and September 2002 from cow farms (Antalya, Izmir) and garbage dumps (Adana, Ankara, Istanbul, Sanliurfa) in Turkey. The resistance levels of first to fifth generation offspring were evaluated against six insecticides (cypermethrin, cyphenothrin, deltamethrin, permethrin, resmethrin, fenitrothion). Resistance levels for pyrethroid group insecticides ranged from 23.27 (permethrin-Istanbul fall strain) to 633.09 (cypermethrin-Izmir spring strain) and for fenitrothion ranged from 5.78 (Istanbul fall strain) to 51.04 (Antalya spring strain). Our results showed that pyrethroid resistance was high and changed from spring to fall in relation to usage and application frequencies of these compounds at the study sites. Although fenitrothion resistance levels were determined to be lower than pyrethroids, these levels were still high and led to control failure. Flies from cow farms were more resistant than those from garbage dumps, but resistance levels for Sanliurfa and Adana strains were also high in relation to usage of different insecticides for agricultural purposes. Although resistance levels against different pyrethroids decreased from spring to fall, these levels still indicated the presence of a strong selective pressure on the populations.

[Factors contributing to endemic cholera in Douala, Cameroon].

Cholera has been endemic in Douala, Cameroon since 1971. A number of environmental factors favourize the survival of the Vibrio in Douala including location at the mouth of Wouri delta on the Atlantic Ocean, sandy clay soil, shallow dirty polluted foul-smelling groundwater, presence of vast expanses of swamp, streams/drainage ditches infested with algae, and high temperatures with low rainfall and drought during certain periods of the year. Most outbreaks have started in Bepanda, a slum area built on a garbage dump in a swampy zone fed by drainage ditches carrying the faecal pollution from neighbouring upstream districts. It is a densely overcrowded area of uncontrolled urbanization generated by the influx of poor city new-comers who live without adequate access to clean water or basic sanitary facilities. The most affected areas are those resulting from recent unregulated urban sprawl in polluted swamp zones or garbage dumps. Since access to the public water system is inadequate with only 65000 persons connected for 3 million inhabitants, dwellers in most areas must take water from the 70000 urban wells (estimated in 2004) that are often not more than 1.5 m deep. Sewage facilities are insufficient to provide complete evacuation of solid and liquid waste. The network of rivers, streams and man-made ditches waste are poorly maintained and often overflow during the rainy season. The contents of latrines are often discharged directly into the environment. Social factors such as the reformation of urban tribes and persistence of traditional attitudes toward waste disposal and water use have not only led to high-risk behaviour but also created barriers to sanitation and hygiene education. With an inadequate sanitation inspection system, a large but purely accessible public health system and a highly disorganized private health sector exists, effective preventive measures are difficult to implement. The combination of these factors probably account for the endemicity of cholera in Douala.

Analysis and tracing of polycyclic aromatic hydrocarbons and mutagenicity of airborne particulates from the Taipei area.

In a 3-year study, we determined the mutagenicity and polycyclic aromatic hydrocarbons (PAHs) of airborne particulates collected during December 1987-September 1988 (216 samples), October 1988-January 1989 (81 samples), and October 1989-April 1990 (52 samples) from 9 locations in the Taipei area. We found that dichloromethane extracts of all the samples were mutagenic to Salmonella typhimurium in the Ames test. Moreover, the mutagenicity was much higher in the presence of rat liver microsomal fraction (S9 mixture) than that observed in its absence, which indicates that airborne particulates contained both direct and indirect mutagens. The average mutagenicity of the samples collected in the 3-year period was 137, 127, and 118 histidine revertants/10 m3 air, respectively. On the other hand, we found that dichloromethane extracts of each airborne particulate sample contained 14 PAHs with wide variations in concentration and relative distribution. The levels of Pha, Flu, Pyr, and Ben were much higher than the PAHs with higher ring numbers such as BaP, BeP, Pr, IP, and DbA. The average PAH content was 8.0, 5.0, and 7.8 ng/m3 air for airborne particulates collected during December 1986-September 1987, October 1988-January 1989, and October 1989-April 1990, respectively. Among the 9 stations, Fu Hsing Elementary School and Chung Hsing University (Taipei campus), which are, respectively, located in the downtown area and a heavy traffic zone, had significantly higher levels of mutagenicity and PAHs than did the other stations. Moreover, comparative analysis of PAH levels of airborne particulates over the 3-year period revealed an interesting season-dependent change of PAH content in airborne particulates from the Taipei area. The concentrations of individual and total PAHs were consistently lower in the summer than those in the winter. A similar pattern of seasonal change was also observed in the mutagenicity of airborne particulate samples examined. It is worth mentioning that neither PAH level nor mutagenicity of airborne particulates showed significant yearly change over the 3-year period of study. As part of an effort to identify pollution sources, we examined the mutagenicity and PAH compounds of air particulates collected from the burning of garbage (14 samples) and motor-vehicle exhaust in the Hsin Hai Tunnel (17 samples), Taipei. The results showed that garbage burning gave rise to air particulates containing several hundred times higher levels of PAHs and about 20 times stronger mutagenicity, while the motor-vehicle exhaust contained about ten times higher PAH content and mutagenicity as compared with those of airborne particulates of the Taipei city.(ABSTRACT TRUNCATED AT 400 WORDS)

Measuring environmental health status in Oukasie, 1987.

This article reports on some aspects of the physical environment and on environmental health services at Oukasie. The data were collected over a weekend in August 1987 by an interview and by direct inspection of the environment using a standard schedule. We had a 100% response rate on the interviews. There was a mean of 2.2 +/- 1.6 persons per room in the households, with brick houses being less crowded than non-brick houses. Private yards were generally kept very clean. Bucket latrines were unhygienic and used by an average of 4 families. No latrine was built to accepted standards. Garbage collection and emptying of the bucket latrines by the municipality seemed to be unsatisfactory. Our overall impression was that where responsibility for maintenance of hygiene is either undefined, such as the collection chambers of bucket latrines, or a responsibility of the public authorities, such as garbage collection and water drainage, there is an unsatisfactory state of hygiene. Where maintenance of cleanliness is clearly a private responsibility, such as the maintenance of the cleanliness of private yards, the general status of hygiene is good.
