International labour migration and uneven regional development in labour exporting countries.

"International labour migration involves 20 million workers from 'middle income' and 'Third World' countries. The article reviews both theoretical propositions and empirical evidence on its effects on regional disparities in labour exporting countries. It shows the variety of ways in which the departure of emigrants affects the uneven development of rural and urban areas there by changing the volume and nature of production as well as welfare conditions. Regional patterns of production and welfare are further modified by the impact of emigrants' remittances and their eventual return."

The circular migration of Puerto Rican women: towards a gendered explanation.

"The purpose of this paper has been to outline a theoretical framework for the explanation of the circulation of Puerto Rican women that brings gender relations to the fore, but frames the island-mainland pattern of mobility in the context of core-periphery capitalist relations. We have argued that gender relations in the home and workplace are vitally important for understanding women's moves to the [United States] and return trips to Puerto Rico. Specifically, we posited that most Puerto Rican women move as tied-migrants or because of their obligation or desire to meet gender responsibilities. In addition, we also viewed migration as an action with the potential to modify gender relations and alter future migration decision-making, as women gain experience in the labour market and exposure to new social and cultural environments." [West Indians in the Netherlands: prospects of return].

The return migration policy of the Netherlands and the probability of its success are assessed, with the focus on migrants from the Netherlands Antilles. Factors associated with return migration are studied using data from a sample survey and from other published sources. Age, educational status, and social welfare in the Netherlands show significant correlations with desire to return to the Netherlands Antilles. "Those who have actually returned belong to the higher social strata of the migrant group; having a job in the West Indies matters much more to them than housing conditions.... It is concluded that the Netherlands should increase their financial contribution to the system of social welfare in the West Indies and even more so to the economic development of these islands." [Return migration and the development of a rural commune in Basilicata].

"This study, based essentially on a survey of 80 returnees, examines the extent to which return migration has contributed to processes of economic change in an agro-town in southern Italy, Bernalda (Potenza)." The authors conclude that return migration has had only a limited impact on the economy because of the low demand for skilled labor in the area of origin. (summary in ENG, FRE)
