The Technology-Related Assistance to Individuals with Disabilities Act: relevance to individuals with learning disabilities and their advocates.

Assistive technology (AT) was recognized by Congress as a viable need for people with disabilities when it passed the Tech Act in 1988. The legislation, which was reauthorized in 1994, has resulted in numerous programs and services that have helped people with disabilities access and use AT devices. The Tech Act's implications for people with learning disabilities is discussed in this article.

The response of individual nucleus raphe magnus neurons to microinjections of met-enkephalin at midbrain and at bulbar loci: evidence for midbrain-bulbar convergence on individual raphe neurons.

Local microinjection of met-enkephalin into both the nucleus reticularis paragigantocellularis (Pgc) and into the midbrain periaqueductal gray (PAG) altered the spontaneous discharge of many nociresponsive units in the nucleus raphe magnus (NRM) of the urethane-anesthetized rat. The activity of the majority of units (11 of 14) was suppressed following microinjections into both the PAG and Pgc. Two units showed an increase in spontaneous activity after PAG microinjections and a decrease after Pgc microinjections. One cell showed a decrease in activity after microinjection into Pgc and was unaffected by the PAG microinjection. These findings demonstrate that many nociresponsive units in NRM are affected by microinjections of met-enkephalin into both Pgc and the PAG, indicating a convergent influence of these two regions on single NRM neurons.

[Individual variation in the frequency of chromosome aberrations under the influence of chemical mutagens. I. Inter-cultural and inter-individual variations in the effect of mutagens on human lymphocytes].

The study of the distribution law of human peripheral blood cultures for the sensitivity to thiophosphamide was performed. In the first experiment the blood from one person was used, in the second one the blood was used from different persons. "The percent of aberrant cells" and "the number of chromosome breaks per 100 cells" were scored. The distribution law of the cultures in all the experiments was found to be normal. Analysis of the variances on the percent of aberrant cells showed that the distribution law of the cultures received from one donor corresponded to the binomial one, and that of the cultures received from different donors--to the Poisson's one.

Act No. 16.011 setting forth rules under which any public or private individual or corporation may bring an action for relief [amparo] against any act, omission, or condition of state or parastatal authorities, as well as individuals, that with manifest illegitimacy harms that person's or corporation's rights and liberties, 7 December 1988.

This Act allows actions for relief with respect to the violation of rights and liberties recognized expressly or implicitly by the Constitution. Among other things, the Constitution of Uruguay provides that all persons are equal before the law, with no distinguishing between them except with respect to talents and virtues. An action for relief may not be brought against jurisdictional acts, acts of the Electoral Court, and laws and decrees of the departmental governments that have the force of law in their jurisdictions. Neither may an action for relief be brought if there are other judicial or administrative means to obtain the same results. As a remedy, a court may order specific actions to be undertaken or ceased, without prejudice to monetary sanctions that may be ordered under Act No. 14.978 of 14 December 1978.
