Abstract
Human services organizations often are coalitions of many elements in the community. They have vague goals, intangible output, and the "needle" of professionalism all to make the operating manager's job a difficult and challenging one. The manager can control, however--if he understands some of the particular problems and characteristics of organizations in this industry.
