Quality assurance issues concerning Healthcare Information Systems Project development.

The quality of the Healthcare Information System (HIS) product refers three major aspects: technical, use and organisational quality. The product quality is the result of the development process and from this perspective it must be considered from the early stages including terms of reference definition and procurement of goods and services. The issues investigated in this paper are concerning the possibilities of extending the view upon HIS projects quality by integrating the control instruments in an analytical frame covering both product and process aspects.

Communication between the higher education and industry.

The paper presents the starting premise and the general frame of the Tempus Project CME-02555-96, entitled "Know How Transfer form University to Industry". It is intended to be a study for establishing a frame and methods for communication between academic, scientific and research bodies and industry. This project continues the efforts made in the RENEHEMA Tempus project aiming to support the improvement of communication between higher education and industry. Following the conclusions of the RENEHEMA conference the strategy adopted by the management board focused on the Internet technology and free market mechanisms to fulfill the project objectives.

Medical informatics educational tasks seen from practical perspective. Tempus-Phare Project CME-02555-96.

This paper tries to synthesize the discussion of a seminar on medical informatics educational tasks held in May 1998 in Sinaia, Romania, within the frame of the Tempus-Phare Project CME-02555-96 entitled "Know How Transfer from University to Industry" and coordinated by the University of Medicine and Pharmacy Timisoara, Romania. Special emphasis was paid to particular features of medical education requirements in East European countries, with particular reference to Romania.

Medical informatics training programme to support the Romanian health care management information system.

The Health Management Information System (HMIS) project initiated by the Romanian Ministry of Health as a component of the healthcare reform is aiming to ensure the technical, functional and operative support for: (i) a better overview of the population health status, of the medical care needs and of the Health System performances; (ii) the improvement of the resource allocation and consumption; and (iii) reform support. This system is supposed to assure a better information flow from the lower to the upper levels of the healthcare network by help of a modern IT support. In the first development stage the system is planned to link the Ministry of Health with the 41 District Health Authorities (DHAs) and with more than 200 pilot health units. The implementation of such a large system raises serious problems of acceptability and a thorough training programme for both technical staff and end users must be considered in order to face this challenge.

An approach to establishing a health information market.

The Tempus CME project "Regional Network for Healthcare Management" was aiming to perform a feasibility study for a communication network dedicated to the healthcare field. The needs assessment survey as well as the debates during the working sessions and during the conference on how communication can support a better healthcare delivery, substantiated the approach for achieving the Romanian health information market. The proposed communication network can be considered as a national information infrastructure offering good links between health, education, research and industry and a unique frame for information providers and users, for the estate and private companies. The network should also provide support and guidance for the development of new educational fields as applied informatics in healthcare.

Computer based policy making in draining old surgical techniques.

The discopathy disease has an important incidence all over the world affecting more men than women and is influenced by social factors. The treatment has often surgical indication. The operating techniques on one hand are dependent on the equipment, instruments and expertise and on the other hand they are related to the specificity of the case, surgeon's inspiration etc. These factors are influencing the postoperative patient evolution.
