Productivity and effectiveness: an economist's viewpoint.
Movement of the health care sector toward a broader payment unit will make it easier to measure productivity change. It will also provide more appropriate incentives for productivity than when a narrower unit was used. Legal and regulatory constraints on productivity are being eliminated. Both trends will result in a redistribution of income among health professionals as well as increases in productivity.
