As PCTs come under intense financial pressure, it is often local authority partners who feel the burden. Councils are being asked to fund cases that would previously have been an NHS responsibility and have seen health partners pull out of joint projects. instead of legal action and 'tit-for-tat arguments' the best solution is more forward planning; new PCT boundaries should help.
