Sugar daddy. Most Americans know Medicare as the health insurance program for the elderly, but to providers, it's a jobs program, a capital financier and a safety net.

Most Americans know Medicare as the health insurance program that covers the elderly. But to providers it's much more that. The program pays for medical education, finances capital projects and subsidizes care for the indigent. Should Medicare continue making those add-on payments? Is that the program's mission? The debate is intensifying.

What Johnny wants this fall. Children's healthcare lobbies work to sway lawmakers on three key subjects: simplifying CHIP, boosting graduate medical education, and reforming managed care.

With lobbyists besieging Capitol Hill as this year's congressional session winds down, representatives of children's healthcare are hard at work to make sure their voices are heard. They hope for a fruitful legislative harvest, including action on CHIP, managed-care reform and graduate medical education.

Healthcare lobbyists have been working hard during Congress' summer recess. Groups representing hospitals, health plans and senior citizens have blitzed their elected officials through postcards, faxes, advertisements and personal visits, seeking their help on a laundry list of healthcare issues. One of the prominent targets is the vilified Balanced Budget Act of 1997.
