AN EMPIRICAL COMPARISON IS GIVEN OF TWO SCHEMES OF CONGRESSIONAL APPORTIONMENT: Huntington's generally accepted Equal Proportion scheme, and a new "house-monotone" Quota scheme. Evidence is given to show that Quota tends to underrepresent small states.
A method is given for constructing simple new "finite elements" that seem well-suited to approximating smooth functions in rectangular polygons decomposed into rectangular cells. Some of the key properties of the elements are derived, and analogous three-dimensional "bricks" are constructed.
A new triangular "finite element" is described; it involves the 12-parameter family of all quartic polynomial functions that are "tricubic" in that their variation is cubic along any parallel to any side of the triangle. An interpolation scheme is described that approximates quite accurately any smooth function on any triangulated domain by a continuously differentiable function, tricubic on each triangular element.
